Proposal Manager, Lead

Key Role:

Lead and direct proposal teams to develop compliant, compelling, and convincing proposals by balancing capture strategies with the operational execution of government evaluation models and RFP structural requirements. Drive proposal development teams, including volume leads, solutions architects, content developers, section writers, coordinators, and color teams to implement the firm’s established proposal framework and the processes and procedures to translate capture and win strategies into proposals that meet RFP scoring expectations and deadlines. Contribute to the development of proposal strategies and proposal content to achieve goals in creative and effective ways. Manage the activities involved in the development and revision of major proposals by coordinating with internal capability teams to define technical approaches and solutions for inclusion in various proposal volumes. Present proposal status, issues, and reviews to executive management and incorporate and adjudicate feedback. Apply broad expertise and contribute to the development of proposal strategies and proposal content to achieve goals in creative and effective ways, including resolving significant and unique issues, where the analysis of situations or data requires an evaluation of intangibles. Create formal networks involving coordination among groups.

Basic Qualifications:

  • 10+ years of experience with developing comprehensive federal proposal responses, including staffing models or plans, management, past performance, and resumes for multiple types of systems engineering and professional services opportunities

  • 7+ years of experience with federal proposal management involving leading large teams through the full life cycle of complex, strategic proposals comprised of multiple volumes, including sample task orders and intricate cost requirements, such as Basis of Estimates (BOEs)

  • Experience with leading and managing proposal teams through the design, delivery, and implementation of complex proposals

  • Experience with leading and coordinating diverse teams from multiple organizational levels from the prime, subcontractor, and consultant businesses

  • Experience in working closely with business area operations, business development leads, and pricing leads to ensure the alignment of technical, management, and cost and price strategies

  • Experience with using Microsoft Office, including Word, PowerPoint, Excel, SharePoint, and Adobe Acrobat

  • Knowledge of business development processes, including phases and gates and industry proposal practices, including Shipley Best Practices

  • Ability to produce schedules, templates, and proposal documentation using Microsoft Office

  • Top Secret clearance

  • Bachelor's degree

Additional Qualifications:

  • Experience with proposal compliance audits

  • Experience with delivering project solutions to federal clients

  • Ability to plan and coordinate proposal resources, including people, budget, and schedule and communicate status regularly to the firm’s leadership

  • Ability to serve as a team leader to coordinate numerous major proposal efforts at the same time and provide leadership for junior employees, including supervising the activities of others

  • TS/SCI clearance

  • Master's degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $96,600.00 to $220,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
