Job Description

Overview
The Supervisor – Water Distribution Field Operations monitors Pumping Operations to ensure state and federal guidelines for a municipal potable water system are being met. This position provides instructions to an operations shift on operating strategies necessary to meet operation guideline and makes critical operational decisions during emergencies to maintain system integrity and service levels.
Essential Functions
1 Directs staff within the Pumping division, as well as other divisions as needed during emergencies.
2 Assigns, monitors, and reviews workers’ equipment, facilities, materials, and tools based on short-term priorities and provides technical direction as needed.
3 Provides day-to-day operational decisions.
4 Adheres to work priorities, project schedules, resources, and detailed work plans established by higher level supervisors/managers.
5 Exercises limited latitude in adjusting work schedules or work priorities.
6 Provides instructions, training, and guidance to operations staff to develop operating strategies necessary to meet operational goals.
7 Inspects completed work and work in progress for quality and evaluates work performance of employees.
8 Is responsible for hiring or termination decisions, layoffs, promotions, or other personnel activities.
9 Formulates methods to improve production.
10 Orders necessary materials and equipment.
11 Plans, coordinates, and inspects all reservoirs and water tower yearly.
12 Coordinates daily with the U.S. Army Corps of Engineers to properly manage lake releases.
13 Communicates daily with Customer Cities to ensure seamless drinking water delivery.
14 Works with ONCOR and AT&T to coordinate and properly supervise pump station power outages, communication failures, and other issues to continue to supply water.
15 Supervises Confine Space projects and annually Texas Commission on Environmental Quality (TCEQ) regulatory inspections for reservoirs and Elevated Storage Tanks.
16 Provides leadership, expertise, and direction in the water distribution activities.
17 Performs any and all other duties as assigned.

Knowledge, Skills & Abilities
1 Knowledge of Supervisory Control and Data Acquisition (SCADA) system to monitor and optimize the water system.
2 Extensive knowledge and experience in the operation and maintenance of a water distribution system.
3 Knowledge of federal and state regulations for potable water systems, water chemistry, hydraulics, civil engineering principles, and common practices related to the potable water industry.
4 Thorough knowledge of safety rules and precautions required of the assigned specialization.
5 Knowledge of human relations and supervision necessary to function as a first level supervisor.
6 Ability to plan, assign, train, direct, and evaluate subordinate trade, service, clerical, or technical employees.
7 Ability to read various schematic diagrams and blueprints.
8 Ability to use various types of hand tools, power tools, precision testing, and/or troubleshooting equipment.
9 Ability to understand technical terminology of the specialization assigned.
10 Ability to communicate effectively both orally and in writing with a wide variety of people.
11 Ability to establish and maintain an effective working relationship with all levels of management, City officials, vendors, other government agencies, other employees, and the general public.
12 Ability to establish a good rapport and working relationship with customers and the general public.
13 Ability to maintain record keeping or work log system.
Minimum Qualifications:
EDUCATION:
  • High school diploma or GED.

EXPERIENCE:
  • Five (5) years of experience in any of the following Water/Wastewater/Stormwater areas:
    • Construction
    • Engineering
    • Operations
    • Maintenance
AND
  • One (1) year of experience with lead work/supervisory responsibilities (This experience may be included in the required experience listed above)
LICENSES:
  • Valid driver's license with good driving record
  • Current B (or higher) Distribution or Surface license from Texas Commission on Environmental Quality (TCEQ) at time of application.
OTHER REQUIREMENTS:
  • May require varying shifts including nights, weekends and/or holidays.
  • May be subject to twenty-four/seven (24/7) call-out.

Salary Range

$52,295.34 - $65,369.17

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
