SUMMARY
Provide support in operational test and evaluation of National Security Agency (NSA) programs for Operational Effectiveness Suitability and Survivability (OESS).
JOB DUTIES AND RESPONSIBILITIES
  • Assist in the evaluation of National Security Agency (NSA) Key Management Infrastructure (KMI) for Operational Effectiveness Suitability and Survivability (OESS).
  • Assist in development and updating of the Analysis Structure (AS) which is comprised of the Data Source Matrix (DSM) and the Evaluation Framework (EF).
  • Assist in development of Test Scenarios and Test Scripts to support the conduct NSA programs Operational Test and Evaluation (OT&E).
  • Assist in development of various briefings such as the Test Concept Brief (TCB), Test and Evaluation Strategy Brief (TESB) and Operational Test Readiness Review (OTRR).
  • Assist in development Operational Test Plan and Test Reports.
  • Attend various teleconferences, meetings and working groups.
· Conduct data collection for KMI OT&E events · Conduct the KMI OT&E events · Ensure test requirements, test scenarios and test scripts adequately cover Key Performance Parameters (KPPS).
  • Assist in development and updates of Critical Operational Issues (COIs), Measures of Effectiveness (MOE), and Measures of Performance (MOPs).
  • Assist in data analysis of raw data to determine operational impact.
  • Provide administrative task support such as Monthly Status Reports (MSRs), Weekly Status Reports (WARs) and meeting minutes.

QUALIFICATIONS

Education, Background, and Years of Experience
  • Requires a Bachelor’s degree with at least 2 years of experience; or an Associate’s degree with at least 4 years of experience; or 6 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master’s degree. Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for experience but varies by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties.

ADDITIONAL SKILLS & QUALIFICATIONS

Required Skills
  • Candidate should have a thorough understanding of operational testing and evaluation.
  • Candidate should have knowledge with Key Management Infrastructure (KMI), cryptographic devices and COMSEC
  • Candidate should have a thorough understanding of Net Ready – Key Performance Parameters (NR-KPP)
  • Candidate should be familiar with testing and evaluation.
  • Candidate should have knowledge of National Security Agency (NSA) operations.
  • Ability to handle stress and work well under pressure
· Have practical and working knowledge of all Microsoft Office applications, advanced Excel knowledge · Analytical and critical thinking skills.
  • Quality interpersonal skills.
  • Must be able to multitask and be organized.
  • Quality oral and written communication skills

WORKING CONDITIONS

Environmental Conditions
  • Contractor site with 20% travel possible. Work is generally sedentary in nature, but may require standing and walking for up to 30% of the time. The working environment is generally favorable. Work is generally performed within an office/lab environment, with standard office equipment available.

Strength Demands
  • Medium – 50 lbs. Maximum lifting with frequent lift/carry up to 25 lbs.
