BASIC FUNCTION SUMMARY

  • Responsible for and directs all actions necessary to ensure safe, expeditious maintenance of assigned aircraft to support the F-5 Adversary Program. Responsible for the leadership and management of the personnel assigned to the Maintenance Division. Reports to the Site Manager.

  • Must be customer oriented.

ESSENTIAL DUTIES AND ACCOUNTABILITIES

  • Plan, coordinate, oversee and direct all scheduled and unscheduled O-level, selected-I and limited D-level maintenance of F-5 aircraft.
  • Must be knowledgeable of contract requirements.
  • Be thoroughly familiar with OPNAVINST 4790.2 series maintenance publications.
  • Keep Site Manager up to date on all maintenance department actions and make recommendations to ensure its efficient operation.
  • Schedule daily/weekly/monthly meetings as necessary with functional managers for the successful accomplishment of all maintenance actions.
  • Liaison as necessary and meet with customer representatives in support of aircraft maintenance, flight operations and government audits, Wing, CNAF, OSHA, Naval Safety Center, etc.
  • Prepare and submit to the Site Manager recommendations for manpower, materials, facilities and capital equipment.
  • Ensure high quality standards are maintained in all maintenance functions.
  • Ensure the enforcement of all safety rules, administrative policies, procedures and government regulations.
  • Analyze maintenance data to ensure the efficient management of the maintenance effort.
  • Ensure all daily, weekly and monthly required reports and maintenance CDRLs are submitted.
  • Attend monthly Safety meetings conducted by the Safety Manager.
  • Conduct detachment planning meetings and determine manning, logistics and equipment requirements.
  • Provide information to the Contracting Officers Representative as requested.
  • Review the Monthly Maintenance Plan for accuracy and completeness.
  • Oversee Maintenance Admin and Logs and Records departments.
  • Provide information/data to the Logistics Manager for logistics planning, estimating and procurement of components necessary to maintain contractual RFT requirements.
  • Closely monitor overtime requirements and usage.
  • Ensure maintenance instructions are issued as required to define maintenance procedures not outlined in available technical data or for requirements specified in government directives.
  • Evaluate existing methods and/or systems and potential improvements for compliance with maintenance requirements and cost effectiveness.
  • Must be able to work day shift, night shift or weekend duty and travel as part of a maintenance recovery team or detachment as required.
  • Will have experience writing with clarity and technical accuracy.
  • Provides technical assistance, guidance and instruction as required.
  • Practice good housekeeping, tool control, FOD awareness/prevention and safety at all times.
  • Assists in flight line foreign object prevention walks.
  • Comply with Hazardous Waste Program.
  • Will have knowledge of and understand supply procedures. Assist with ordering parts, tools, materials and equipment as required.
  • Must comply with established General and Industrial Safety Rules and Regulations as applicable to the contract, facilities and job assignments.

QUALIFICATION STANDARDS

  • The Maintenance Manager shall possess an extensive background in the field of aircraft maintenance and material support with a minimum ten years of experience (within the last 20 years) supervising and assigning program workloads as well as duties for entire shifts of workers performing aircraft maintenance repair, inspection, and modifications. The ten years of experience shall have included a one-year minimum as a Maintenance or Production Control Supervisor. The Maintenance Manager must be knowledgeable of COMNAVAIRFORINST 4790.2B, supply procedures, and Technical Directives.
  • The Maintenance Manager shall have experience in supervision of daily flight operations personnel supporting scheduled and unscheduled maintenance. All supervisors must be knowledgeable of technical directives and COMNAVAIRFORINST 4790.2 series; possess a working knowledge of applicable aircraft.
  • May be required to travel on Company business.
  • Must possess or be able to obtain and maintain a US Government Secret Clearance. NOTE: US Citizenship is required to obtain a Secret Clearance.
  • Must have completed high school or equivalent.
  • Must read, write, speak, and understand English.

PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS

Physical Demands:

This classification activity is usually accomplished in a office/hangar/flight line environment and as such requires the scope of physical movements and postures normally associated with office/hangar/flight line activities. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, color vision, peripheral vision, depth perception and the ability to adjust and focus.

Work Environment:

The diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individual to severe changes of temperature, wind, rain, etc. May be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne particles. May be exposed to electrical shock hazards.
