BRIEF POSITION SUMMARY
This position serves as a member of the Texas State Guard (TXSG) employed by the Texas Military Department and performs highly complex (senior-level) budget preparation and analysis. Work involves coordinating budgetary activities, reviewing and analyzing budgets and performance measures, and providing technical advice and assistance on budgetary matters. May supervise the work of others. This position will interact with organizational leadership at all echelons. Incumbent plans, carries out the details, and performs the technical analysis and research required to meet defined objectives. Work is performed independently within the defined objectives of the position. Reports to the TXSG Deputy Chief of Staff and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Manage day-to-day activities within the State Guard Finance Department (T8).
- Manages M-Day T8 staff development plans and activities.
- Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
- Oversees the preparation of budgetary and management reports within the Texas State Guard.
- Oversees the development and evaluation of budgetary performance and workload measures within the Texas State Guard.
- Analyzes expenditure patterns and cost drivers and makes recommendations on the use of funds within the Texas State Guard.
- Coordinates the preparation of budgets to provide management with expenditure data, trends, and recommendations.
- Prepares and/or coordinates the preparation of operating budgets.
- Ensures accurate and timely submission of the strategic plan and legislative appropriations requests, fiscal notes, analyses of legislation, and requests for federal funding.
- Plan, develop, and conduct comprehensive training programs for Texas State Guard financial staff.
- Ensures coordination of budgeting procedures, preparation, and reporting.
- Establishes work methods and priorities and determines methodologies and techniques for performing budget evaluations.
- Informs management of budget deviations, problems, and events likely to affect operations; explains causes; and measures effect on the agency’s mission and resources.
- May issue instructions on budget and funding policies, procedures, and methods.
- May supervise the work of others.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- Required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
- Performs related work as assigned.
CONDITIONS OF EMPLOYMENT
- Applicants must have and maintain an active membership in the Texas State Guard as a condition of employment. Must be qualified for entry into or continued service in the Texas State Guard in accordance with all applicable regulatory policies. Candidates must meet age, education, aptitude, physical and character requirements for the TXSG. The State Military Specialist must wear the appropriate military duty uniform while engaged in their State service status.
- NOTE: If applicants are not currently members of the TXSG, they must be willing to join and become a member upon employment.
Qualifications
MINIMUM QUALIFICATIONS
EDUCATION
- Graduation from an accredited four-year college or university is required (see substitution).
PREFERRED EDUCATION
- Graduation from an accredited four-year college or university with major course work in coursework in accounting, business management, financial planning or a related field preferred.
EXPERIENCE
- Five years’ experience in accounting, financial planning and or budget preparation work is required.
- Three years supervisory experience is required.
- Experience using Microsoft Excel, Word, PowerPoint Outlook is required.
SUBSTITUTION
- Additional years of full-time work experience in accounting, auditing, budget preparation and analysis and/or performance measurement report work may substitute for required education on a year-per-year basis.
PREFERRED EXPERIENCE
- Experience preparing performance measurement report work is preferred.
- Experience using the Automated Budget Evaluation System of Texas (ABEST) is preferred.
- Experience using Uniform Statewide Accounting System is preferred.
- Experience in managing governmental Fiscal year budget activities is preferred.
- Experience in operational support processes involving the United States military in the active service is preferred.
- Previous experience in overseeing the preparation of budgetary and management reports is preferred.
- Experience in conducting training programs and overseeing staff development is preferred.
- Experience working in a volunteer organization is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE
- A valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
- Membership in the TXSG is required. Must be a current member of the TXSG or eligible to join upon employment by TMD. - Must be able to meet certain physical requirements as identified by the position being selected.
- Must pass a criminal history check to join the Texas State Guard.
- Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.
- The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS
Work is generally performed in a sedentary office setting, involving sitting, standing and walking to perform job duties. Office work requires extensive use of a personal computer and telephone. Candidate must also be able to lift, carry, move and/or set up equipment and materials weighing up to 50 pounds. Special assignments may occasionally be performed outdoors with exposure to inclement or hot weather. Requires the ability to travel up to approximately 25% of the time.
