(HELP) PROGRAM: This is a temporary program in which a perspective candidate may hold a position normally requiring an examination for 1 (one) year. At the conclusion of the 1 (one) year the incumbent would be granted competitive class status without the need to participate in a competitive examination.

VACANCY: At present there is one (1) vacancy for this position in the Seneca County Division of Human Services Department.

RESIDENCY: Candidates must have been legal residents of Seneca County or one (1) of the six (6) contiguous counties for one (1) month preceding the date of application. Preference in appointment may be given to successful candidates who have been legal residents of the municipality in which appointment is to be made for at least one (1) month prior to the date of certification and are residents of such municipality at the time of appointment.

PUBLIC SERVICE LOAN FORGIVENESS: College graduates with student loans may be eligible to have part of their loan paid for after being employed in a full-time position at Seneca County. TYPICAL WORK ACTIVITIES: (Illustrative Only):

  • Comprehends, understands and utilizes child support regulation and laws;
  • Interviews clients to obtain information to assess and ensure a basis for paternity establishment and/or a support order;
  • Is responsible for a full case load from intake, maintenance, enforcement and collection;
  • Reviews Public Assistance, Medicaid, and Foster Care referrals to evaluate the situation for required action and interfaces with these Social Services Departments to take appropriate action in securing child support;
  • Arranges/conduct DNA testing;
  • Attends and/or Testifies at all court hearings;
  • Reviews court orders for accuracy and necessary enforcement activity;
  • Prepares petitions-paternity establishment, supports establishment, modifications, and violations;
  • Interviews clients, respondents, to evaluate and explain all aspects of their cases; including income executions, Tax Offset

Program, pass through payments, administrative enforcements;

  • Corresponds in writing and via email with employers, attorneys, court personnel and other support collection jurisdictions and interfaces with other department of social service units;
  • Resolves problems, discrepancies in accounts, conducts account audits, and receipt payments;
  • Reviews paper and computerized files to update job status, address changes, and payment status;
  • Transfers and registers orders with appropriate states (UIFSA) and in other New York state jurisdictions;
  • Prepares and/or terminates income executions;
  • Calculates money adjustments and registers judgments with the County Clerk’s Office;
  • Investigates financial situations and locates absent parents for establishment and enforcement of court orders;
  • Works with the Sheriff’s department with outstanding warrants;
  • Manages case records through the use of the State Mandates Systems (ie., Centra Port, ASSETS, WMS, BICS;
  • Utilizes and reviews agency daily reports for accuracy, such as daily Action List, Parent Locator System, Internal Revenue

Service, Wage Reporting System, Unemployment Insurance Benefits and other means to maximize enforcement activities;

  • Reviews individual eligibility for income/property execution, driver’s license suspension, and bank seizures.

MINIMUM QUALIFICATIONS

A. Possession of a Bachelor’s Degree in Criminal Justice, Business Administration, Human Services or Social Science; OR

B. Possession of an Associate’s Degree in Criminal Justice, Business Administration, Human Services or Social Science AND two (2) years of investigative experience; OR

C. Graduation from High School plus four (4) years of investigative experience; OR

D. Four (4) years of satisfactory service as a Clerk, Typist, or Staff Resources Assistant employee where accounting experience or similar duties were performed.

SPECIAL REQUIREMENTS FOR ACCEPTANCE OF APPLICATIONS:

1. An employee in this position must be bondable.

2. Certain assignments made to employees in this class will require access to transportation to meet field work assignments made in the ordinary course of business in a timely and efficient manner; therefore, possession of a valid New York State Driver’s

License is required and must be maintained throughout employment.

3. Employees in the Support Collection Unit will be subjected to a fingerprint check and an extensive background investigation.
