We are seeking a seasoned Senior Manager of Global Human Resources Operations to lead and enhance the worldwide operations of our Human Resources (People) function. This pivotal role will oversee global benefits administration, Human Capital Management (HCM) systems, onboarding, immigration, relocation, and the development and implementation of People processes, policies, and procedures. This role will report to the Chief People Officer. The ideal candidate will bring a strategic mindset, operational excellence, and a passion for people management to our dynamic People team and company.


Responsibilities:

  • Strategic Planning: Develop and implement a comprehensive global people operations strategy that aligns with the company's goals and objectives. Lead and mentor the People Operations team to achieve excellence in operations in the United States, Canada, Switzerland, and Israel, and set up the team to expand into new countries in the future.
  • Benefits Administration: Oversee the design, implementation, and management of employee benefits programs across all global offices, ensuring they are competitive, sustainable, and aligned with business needs. Ensure employees receive clear Benefits communication and resources. Administer the company's 401K plan.
  • HRIS/HCM Systems Management: Oversee the selection, implementation, and ongoing optimization of Human Capital Management systems to enhance HR service delivery and employee experience, streamline HR processes and enable maintenance of accurate employee records. Ensure system compliance with all local and international regulatory requirements.
  • Onboarding and Integration: Develop and streamline new employee onboarding processes to ensure a seamless integration of new employees into the company culture, promoting engagement and retention from day one.
  • Immigration and Relocation: Manage immigration and relocation processes, providing support and guidance to employees and ensuring compliance with global mobility policies and immigration laws.
  • Policy Development and Implementation: Develop, update, and implement cross-HR People policies and procedures to ensure compliance with labor laws and regulations while promoting a positive work environment.
  • Cross-Functional Collaboration: Work closely with People Business Partners, Talent Acquisition, and other departments to ensure a cohesive employee experience across the employee lifecycle.
  • Data Analytics and Reporting: Utilize People analytics to generate insights, inform decision-making, and report on key People metrics.
  • Data Management: Proactively set up and maintain employee data management processes to ensure that employee data is collected, organized, and retained in a secure manner that is consistent with company policies and privacy regulations.
  • Compliance and Risk Management: Ensure all HR operations comply with legal and regulatory requirements in every region the company operates. Manage risks related to People operations proactively.
  • Process Improvement and Efficiencies: Identify opportunities for automation and/or using generative AI to enhance efficiency and accuracy.

You'd be a good fit with:

  • A minimum of 10 years of experience in HR operations, with at least 3 years in a management leadership role.
  • Strong understanding of international HR and legal practices, compliance, and employment laws.
  • Proven track record in managing domestic and non-domestic benefits, HCM systems, onboarding processes, immigration, 401K plans, and relocation in a global context.
  • Experience documenting and communicating procedures and workflows, with knowledge of Sarbanes-Oxley governance procedures.
  • Strong leadership, strategic thinking, and problem-solving skills.
  • Excellent communication (both written and verbal) and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
  • Bachelor's degree in Human Resources, Business Administration, or related field; Master's degree or HR certifications (e.g., SHRM, HRCI) preferred.
  • Knowledge of high-tech company compensation practices and EU GDPR (information privacy) is a plus.

Location:

  • This is a hybrid position based out of our newest facility in Bothell, WA.

The salary range for this position is $134,680 - $175,628.


Our HQ is located in College Park, Maryland and we are a 15 minute metro ride from Washington DC. We are actively building out our recently opened manufacturing and production facility in the Seattle, Washington area. Depending on the position, you may be required to be located in Washington DC, Seattle, Washington or the Toronto, Canada area. However, IonQ will be expanding into additional geographies both domestically and internationally so don't let this stop you from applying.

The base pay component of the offer will vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. Posted figures are subject to change as new market data becomes available. The total compensation package may include other elements dependent on the position and level. Details of participation in these benefit plans will be provided if a candidate receives an offer of employment.
