L. S. Black Constructors LLC is expanding, and as a result, we are currently seeking a Quality Control Manager (QCM) and a Site Safety and Health Officer (SSHO) for our Ft. McCoy Army Base project.
Responsibilities:
- Responsible for the implementation of the U.S. Corps of Engineers’ three-phase Quality Control Process and Construction Quality Control Plan
- Preparation and review of daily reports
- Ensure proper scheduling of preparatory, initial, follow-up, and final inspections
- Conducting preparatory and inspection meetings
- Prevent, stop, or correct quality control deficiencies, defective work, or no-compliant work
- Exercise “stop work” authority when required to prevent performance inconsistent with the contract documents
- Investigate research, define and isolate quality problems, and participate in their resolution
- Initiate and maintain quality control records, review procedures, and monitor documentation for completeness, accuracy, and compliance with contract requirements
- Monitor and update the submittal register and review submittals for compliance with the contract documents
- Ensure as-built drawings are updated as required by the contract documents
- Other duties as assigned
Qualifications:
Required
- Bachelor’s degree in construction engineering or construction management
- Experience as a Quality Control Manager (or equivalent position) in a construction-related organization
- Knowledge of the general construction industry and the sub-trades
- Understanding of construction specifications and standards
- Excellent communication skills (both oral and written) to direct, organize, and communicate with team members at all levels, along with Project Managers, Project Superintendents, Design Professionals, and owners’ representatives
- Ability to handle multiple tasks at the same time while maintaining attention to detail
- Ability to meet deadlines
- Ability to work in stressful situations
- Critical thinking and decision-making skills
- Strong leadership skills
- Proficient with Microsoft Office suite
Preferred
- Federal construction experience
- Experience with RMS 3.0

Site Saftey Health Officer (SSHO)
Responsibilities:
- Preparation of Site Safety Plan and Activity Hazard Analysis for each definable feature of work.
- Provide safety indoctrination to all construction site visitors.
- Ensure accepted Accident Prevention Plan is carried out
- Ensure that all contractor/subcontractor employees have all HTRW, asbestos, and lead paint training and that their personnel protection equipment meets applicable OSHA/EPA requirements.
- Conducts daily walkthroughs of the site, ensuring work is safely accomplished and occupational health is not compromised.
- Attend and participate in all preparatory and initial quality control phase meetings.
- Conduct weekly safety meetings for all workers.
- Conduct monthly supervisory safety meetings.
- Provide accident reports.
- Produce a Daily Safety Report of activities performed and attach this report to the Quality Control Report.
- Provide minutes for weekly and monthly safety meetings, minutes to be attached to the Daily Safety Report.
- Coordinate and oversee the Site Specific Safety Program on assigned project(s).
- Assist in evaluating and purchasing safety materials, tools, and equipment to be used by various groups.
- Conducts monthly safety training and provides training materials to supervisors.
- Conducts comprehensive safety audits and inspections and recommends actions to correct hazardous situations for compliance with OSHA regulations.
- Audit employee training records and advise training as necessary.
- Review documentation to ensure all required records and reports are complete, accurate, and submitted per established procedures, and implement appropriate corrective action as needed.
- Review all safety documentation/reports for accuracy and completeness; ensure all required documents are forwarded to federal and state agencies per regulations and company insurance carriers per their requirements.
- Investigate work-site safety accidents and confer with the supervisor to determine the root cause and discuss recommendations for changes in work processes to eliminate recurrence.
- Identify, document, and recommend a resolution of hazardous/potential hazardous conditions; follow through to ensure corrections have been made.
- Document all accidents, safety violations, and unsafe conditions/activities. Issue confined area entry and "hot work" permits as required.
- To demonstrate orientation toward excellent service by conducting daily activities, communications, and interactions in a cooperative, positive, and professional manner.
- To present a professional image to customers, vendors, and co-workers.
- To support and encourage The Company's safety program.
- To perform other tasks as assigned by the supervisor.
Qualifications:
- 30-Hour OSHA Construction Industry safety class with current First Aid and CPR Training
- College graduate with five (5) years of Construction Industry safety experience on similar projects in supervising or managing general or industry construction (managing safety programs or processes or conducting hazard analyses and developing controls.)
- Ability to demonstrate training in the following areas: personal protective equipment and clothing to include selection, use, and maintenance; hazard communication; excavation; scaffolding; fall protection; hazardous energy; confined space; health hazard recognition, evaluation, and control of chemical, physical and biological agents.
- Certified Safety Professional (CSP), and/or Certified Industrial Hygienist (CIH), and/or Associate Safety Professional (ASP), and/or Construction Health and Safety Technician (CHST), and/or Certified Safety Trained Supervisor (STS).
