Job Title: Program Manager, Project

Job Summary:

This position is in support of the Marine Corps Tactical Systems Support Activity (MCTSSA). Working for the Marine Corps Tactical Systems Support Activity (MCTSSA) involves providing crucial technical support and innovation for cutting-edge tactical systems utilized by the Marine Corps, contributing directly to the effectiveness and efficiency of military operations.

Responsibilities Include:

  • Overseeing and managing the overall execution of projects related to the implementation of MCTSSA's new Science and Technology Reinvention Laboratory (STRL) personnel system
  • Leading project planning activities including resource allocation, scheduling, risk identification, and mitigation strategies
  • Coordinating with stakeholders, leadership, and subject matter experts to understand requirements and goals of the STRL personnel system initiative
  • Managing the development and delivery of key deliverables such as rewritten position descriptions, Federal Register notices, and human capital management system implementation
  • Ensuring project activities comply with relevant personnel regulations, policies, and statutes
  • Providing oversight and guidance to project team members across multiple disciplines (e.g. technical writers, developers, analysts)
  • Developing and delivering recurring status reports to Government stakeholders on project progress, risks, and spending

Required Qualifications and Skills:

  • Bachelor's degree a related field such as Business Administration, Project Management, or a technical discipline
  • PMP certification
  • 5+ years of experience in program/project management roles, preferably in human capital/HR technology implementation projects
  • Proficiency with project management methodologies such as Agile, DevSecOps, ITIL
  • Strong leadership, communication, and stakeholder management skills
  • Ability to manage cross-functional teams and multi-disciplinary workstreams
  • Knowledge of HR systems, position classification frameworks, and Federal personnel policies/regulations

Work Setting and Environment:

  • Monday - Friday, normal working hours
  • Work is to be performed at Camp Pendleton, CA
