Employment Information

Primary Purpose:

Work under general supervision to facilitate the hiring process of applicants recommended for employment with the district. Ensure district compliance with state certification and licensing requirements. Monitor certification status of applicants and employees. Communicate frequently with applicants, employees, administrators, and outside agencies.


Minimum Qualifications:

Education/Certification:

High School Diploma/GED

Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee.


Knowledge/Skills:

  • Ability to implement State Board for Educator Certification (SBEC) rules and procedures
  • Skilled in data entry, word processing, spreadsheets, and file maintenance
  • Ability to quickly learn the employment management system and function efficiently
  • Extensive knowledge of computer software and data management systems
  • Attention to detail in composing, typing and proofing materials, establishing priorities and meeting deadlines
  • Effective oral and written communication skills, excellent interpersonal skills
  • Ability to handle sensitive and confidential situations/documentation and maintain a high level of confidentiality

Experience:

  • One (1) year of related experience in a work environment

Professionalism

The Educators' Code of Ethics is set forth in Texas Administrative Code to provide rules for standard practices and ethical conduct toward students, professional colleagues, school officials, parents, and members of the community.

Data Management

The specialist assists with fostering analytical and collaborative environment activities such as the following:

  • Prepare statistical reports to reflect hiring data.
  • Enter and maintain data in computerized employment management system.
  • Compile reports and data as needed by campuses, departments and administrators.
  • Compile and maintain and file all physical and computerized reports, records, and other documents.
  • Maintain a database of certification and licensing information for certified or licensed professionals, paraprofessionals and auxiliary employees.
  • Maintain data integrity and internal control via employment management system.

Organization Management

The specialist manages administrative, fiscal, and facilities functions responsibly through activities such as the following:

  • Prepare, record, and distribute forms, contracts, letters of intent, and reasonable assurance letters.
  • Audit and maintain personnel files including, but not limited to name changes and address changes.
  • Compose correspondence concerning personnel records.
  • Conduct DPS computerized criminal background checks in accordance with federal, state, and school board policy.
  • Contact prospective and current applicants regarding the hiring process.
  • Facilitate the entire employment process from recommendation to termination of employment.
  • Obtain verification of Highly Qualified status, if applicable, from the HR Director or designee.
  • Verify certification with the Texas State Board of Educator Certification (SBEC), universities, colleges, and education agencies in other states.
  • Track certification, testing, and permit status and follow-up with employees to ensure completion of certification. requirements within established timelines. Process SBEC permit applications and monitor permit status.
  • Research and maintain current information on SBEC and No Child Left Behind (NCLB) rules, certification requirements and processes, and testing dates.
  • Serve as resource person to administrators and employees on personnel issues.
  • Verify eligibility to work in the United States according to Federal law and local procedure (I-9).
  • Verify participation in the Teacher Retirement System of Texas.
  • Maintains compliance with federal and state regulations concerning employment.
  • Assist in maintaining and updating of the district staffing charts.
  • Report initial employment, transfer, resignations, retirees, terminations and their salary, and any other salary changes to other departments via employment management system exports and payroll imports.
  • Assist with DPS checks of substitutes, tutors and district volunteers.
  • Assist with new employee and substitute orientations.
  • Prepare service records as requested.
  • Assists in the exit interview process.

Communication and Community Relations

The specialist promotes a positive tone for school or community relations through activities such as the following:

  • Use of effective communication skills, both oral and written.
  • Greet visitors and employees with professionalism and courtesy.
  • Interpret district and department policies, and procedures in formulating responses for the general public.
  • Composes responses regarding administrative matters and department procedures based on knowledge of department supervisor views.
  • Reinforce excellence by employing the Del Valle ISD motto “Whatever it Takes”.
  • Promote a positive work climate and positive image for the Department of Human Resources.
  • Positive role model that supports the mission of the school district.

Professional Growth and Development

The specialist provides leadership in professional growth and development through activities such as the following:

  • Participate actively in professional associations.
  • Assists in organizational cross training and professional development efforts.
  • Keep informed of and comply with state and district policies and regulations concerning primary job function through training and certification courses.
  • Assist in organizational training and development efforts.
  • Provide support to campuses and department staff responsible for entering and processing data as needed.

  • Occasional prolonged and irregular hours to complete a project.
  • Occasional lifting and carrying, pushing and pulling, 10-35 pounds sporadically.

  • Repetitive hand motions, prolonged sitting, and prolonged use of computer.
  • Occasional district wide and statewide travel.
  • Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces.
