The impact you will have…


The Human Resources Manager (HRM) supports the implementation of HR policies and practices, ensuring their alignment with organizational values of Power California 501(c)3 and its sibling 501(c)(4) nonprofit, PowerCA Action. Reporting to the Director of People (DoP), the HRM will participate in and at times lead processes and programs related to talent recruitment and acquisition, onboarding and offboarding, personnel information and data management, benefits and leave administration, workers’ compensation, contracts review, and insurance. The HRM works to execute strategic HR initiatives tied to the organization’s mission and priorities. This work includes optimizing workflow processes and resources that support organization-wide initiatives. The HRM collaborates across departments and often leads multiple projects simultaneously, at times coordinating, supporting or fully executing key initiatives. This role will also partner and participate in organization-wide, mission-driven activities such as grassroots fundraising efforts.


Human Resources Management (60%)

  • Manages aspects of recruitment and hiring processes. Recommends process enhancements to DoP and leadership team to ensure efficiency, timely selection and a candidate-friendly experience
  • Owns employee onboarding program, including design, execution and continuous improvement. Partners with DoP to ensure design is aligned to organizational mission, goals and strategies.
  • Ensures robust orientation, including assisting new hires with benefits/pay system/program enrollment, as applicable
  • Supports introductory and annual performance evaluation processes, in collaboration with DoP
  • Develops, tracks and maintains HR files and personnel information throughout employee life cycle, processing documents to meet all compliance regulations and confidentiality requirements
  • Coordinates compliance efforts, e.g., legally required training, labor law posting, record retention and legislative updates requiring policy adoption and/or staff notification
  • Oversees tracking and execution of state-mandated anti-harassment trainings for employees and management, facilitating full participation and compliance
  • Advises leaders and supervisors of others in areas of managing employee performance, performance improvement and corrective action alongside DoP
  • Conducts and owns execution of employee exit processes, e.g., offboarding and exit interviews
  • Participates in employee engagement efforts in partnership with supervisor
  • Manages benefits administration and payment processes
  • Maintains HR support resources, e.g., handbook, staff manual
  • Serves as the initial point of contact for employee inquiries and escalations
  • Manages the leave of absence process for employees and the organization
  • Monitors the employee lifecycle and makes recommendations to process or procedure updates to improve the employee experience
  • Acts as the BambooHR Administrator (HRIS) and system super-user to ensure functionality and make system enhancements, as needed

Compliance and Risk Management (40%)

  • Supports administration of liability insurance policies and bills, as assigned
  • Supports Finance Director with contract review, workflows and system
  • Processes re-grant agreements for partner organizations, working closely with program leads and the IT Director
  • Prepares and files all necessary state charitable registrations and business/employer forms on time, e.g., city business licenses, county property taxes and IRS issues
  • Oversee all facets of workers' compensation, including managing claims, resolving complaints, and maintaining comprehensive records, ensuring compliance and efficiency in all matters related to workers' compensation.
  • Coordinates the updating, maintenance, and implementation of the Injury and Illness Prevention Program (IIPP), including emergency plans, for all work locations
  • Manages criminal background, driving record, and car insurance check processing for temp-hires, contractors and volunteers as needed; keeps disclosure, authorization, and notification forms and filing systems current and in compliance

Minimum Qualifications and Experience

  • 2+ years’ experience in an HR Manager or similar role
  • Strong understanding of labor law, equity principles and relevant resources to keep abreast of changing legislation; knowledge of California labor law a plus
  • Strong HR administration skills and good knowledge of HR principles and functions
  • Foundational understanding of diversity, equity, inclusion and justice principles
  • Outstanding ability to protect confidential information
  • Excellent verbal and written communication, with ability to communicate with people at all levels and from various backgrounds
  • Superb time management, attention to detail and organizational skills; works well both independently and collaboratively in a fast-paced environment with shifting timelines
  • Experience working/partnering with young people of color, low-income, immigrants and refugees and/or LGBTQIA+ communities
  • Strong computer literacy, including experience in Microsoft suite and Google Docs
  • Ability to consistently act and interact with integrity, compassion and openness to feedback
  • Some evenings and weekends required, primarily during campaign seasons
  • Has cell phone with adequate data plan and home internet connection with adequate speed

Preferred Qualifications and Experience

  • Nonprofit, fundraising, 501(c)(3) and 501(c)(4), grass roots, lobbying experience
  • Bilingual or multilingual
  • PHR/SPHR/SHRM Certification

  • Must be able to remain in a stationary position, at a desk or similar, 80% of the time. Time spent in stationary location includes operating a computer and relevant peripherals and communicating via phone
  • Regularly required by the duties of this job to move, ascend and descend, remain stationary, position oneself to access and operate machines and/or equipment and supplies, communicate, exchange information and observe details at close and medium range within work surroundings.
  • Occasionally moves up to 20 pounds, generally as it relates to organizational and/or office material

Travel Requirements:

  • Travels within the state of California 8-10 times a year, generally for 1-4 days per trip
