Position Description: This position is responsible for Human Resources and the administration of rules and regulations, which also includes employee benefits, pension, performance evaluations, wage and salary, and records processing.

This position serves as the Safety Officer and handles all Workers’ Compensation claims. This position may require additional administrative and financial duties as assigned.

Major Areas of Responsibility:

· Oversees daily operations of the Human Resources Department for the City, to ensure efficient and accurate workflow, includes direct supervision of staff.

· Provides and/or oversees City employee orientation on City policies, benefits and programs, enrolls new employees in various benefit plans.

· Oversees the administration of medical, life, AD&D, KPERS, Worker’s Compensation, and dental insurance, including employee enrollment, preparation of forms and follow-up compensation; employee assistance in resolution of problems; submittal of COBRA forms and other information required by accounting/payroll; auditing explanation of benefits for accuracy; and advising the City Manager of problems or unusual situations as they occur.

· Ensures Federal, State and local compliance regarding record keeping and personnel matters.

· Exercises independent judgment in the performance of other general duties not associated with the personnel function.

· Conducts training to staff and employees as required to inform them of changes to policies and procedures. Also trains on changes to the benefit programs.

· Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.

· Assures that assigned areas of responsibilities are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control.

· Prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.

· Provides guidance to or assists subordinates in performing duties.

· Reviews employee separation notices and related documentation and ensures exit interviews are conducted to determine reasons behind separations.

· Plans modification of existing benefit plans and recommends changes to management and the City Manager.

· Recommends for adoption by the Commission such measures as may be deemed necessary or expedient.

· Supervises the preparation of accident reports for insurance carriers.

· Provides technical assistance to Directors, professional and technical members of the City Departments as appropriate.

· Participates as a member of various City employee groups and committees as needed.

· Performs other duties as assigned.

Primary Goals and Objectives:

· To ensure employee relations, retention and moral are a top priority for the City.

· Run daily operations of the Human Resources office.

· Serve as the Payroll Administrator, Benefits coordinator, Safety Contact and Worker’s Compensation point of

contact.

Required Education/Knowledge/Skills:

· Graduation from an accredited four-year college or university with a degree in Public Administration, Human Resources, Business Management or a closely related field. Two years’ experience in a Human Resources field required.

· Any equivalent combination of experience and education.

· Considerable knowledge of modern policies and practices of public personnel administration and personnel law; thorough knowledge of employee compensation, benefits, budgetary practices, risk management, and safety practices.

· Skill in preparing and administering municipal budgets; planning, directing, and administering personnel programs and systems; and operating the listed tools and equipment.

· Ability to: prepare and analyze comprehensive reports; carry out assigned projects to their completion; communicate effectively verbally and in writing; establish and maintain effective working relationships with employees, City officials, labor unions and the general public; and efficiently and effectively administer a personnel system.

Work Environment:

Includes both a typical office environment, with minimal exposure to excessive noise or adverse environmental issues, and location travel, including exposure to heat, cold, inclement weather conditions and occasional environmental hazards.

Job Type: Full-time

Pay: $28.00 - $44.00 per hour
