Position Summary: Leads and manages all aspect of Human Resources (HR) at City Net to maximize the strategic use of the employees while maintaining a relational and legal alignment within the state of CA.
Formed in 2005, City Net collaboratively works with its city partners/clients, faith congregations, and other community-based organizations to provide services that will result in ending street-level homelessness through the provision of street-outreach, case management, housing navigation, bridge-housing, shelter operation, reunification, census coordination, and more. City net also works to mobilize community resources, including meals, volunteers, donations, and advocacy, to coordinate care in emergency shelters, parks, and other public areas where homeless neighbors live. These efforts seek to reduce wasteful duplication and fill missing gaps in the continuum of care, with the long-term goal of ending homelessness by providing homeless neighbors a stable context in which their emergency needs are met, so they can work on long term housing plans.
Job Duties & Responsibilities
  • Oversees the administration and facilitation of all City Net human resources programs and systems, including but not limited to, hiring, compensation, benefits, leaves, discipline, disputes, recognition, safety and health, talent development, and performance.
  • Identifies and addresses potential employee issues and challenges with management and/or employees before they escalate.
  • Educates and researches all areas and topics regarding compliance in CA and federal labor laws and legal issues, wage/hour laws, and employment standards while monitoring and updating City Net policies and practices when needed.
  • Informs and advises management on labor and other work-related laws and legal issues relative to employment and employee challenges that could arise.
  • Assists management to understand what is needed, both practically and strategically, in the core areas of human resources, including but not limited to, staffing, development, discipline, & retention.
  • Develops and implements comprehensive employee relations practices, while assessing potential risks and mitigation, assuring they align with City Net’s mission, values and goals.
  • Provides wisdom, knowledge and suggestions to mitigate any potential labor issues, when necessary,
  • Assists, as needed, the HR team and/or management in the resolution of employee disputes.
  • Strives for the implementation of fair, consistent, and non-discriminate solutions that are in direct alignment with the City Net values and policies for employee conflicts and challenges that arise.
  • Orchestrates and/or investigates employee allegations of harassment, discrimination, or other misconduct. Ensures that all investigations are conducted and written up in a timely manner.
  • Implements and oversees the City Net talent and employee growth and development strategy.
  • Collaborates with department heads, when necessary, to understand and support staffing needs and recruitment goals for departments and all of City Net.
  • Participates as a member of the management team.
  • Attends meetings as needed or upon request.
  • Prepares reports for management as needed and upon request.
  • Exemplifies in everything carried out, the City Net Mission and Values.
  • Creates and implements annual HR budget.
  • Works with various HR-related vendors as needed.
  • Maintains a clean, safe and unobstructed workspace.
  • These duties are not exclusive and with consideration of the job requirements and other skills, the job description can be added to or taken away from at the discretion of the employee’s supervisor.
Supervisory Responsibilities
All Human Resources positions within the HR Department.
  • Facilitates and monitors the growth and development plans for every member of the HR team.
Job Skills and Requirements
  • Bachelor’s or Master’s degree with a major in Business, Human Resources or Industrial Psychology preferred with an emphasis in CA HR practices, labor and wage/hour laws.
  • 10 years minimum hands-on experience working in an HR department, 5 of those in a middle or senior HR management role, highly preferred in a non-profit or equivalent experience.
  • Certificate in human resources management preferred; either SPHR/PHR or SCP/CP.
  • 5+ years of hands-on experience in the area of employee relations and conflict resolution.
  • Hands-on experience working within a complete HRIS system desired.
  • Ability to consistently represent the faith-rooted principles of the organization, while demonstrating an ability to work constructively with individuals and organizations of all different faiths.
  • Ability to work well with people from diverse backgrounds with varying degrees of experience.
  • Seasoned and up-to-date knowledge, understanding, and experience working under the veil of CA and/or federal labor, workers’ compensation, and wage/hour laws with a minimum of 4 years’ experience interpreting employee challenges within those arenas.
  • Available to work remotely from home or in our offices, based on City Net supply and demand.
  • Demonstrated experience and sensitivity working with a variety of age generations.
  • Working knowledge and experience within the core HR processes, including but not limited to, recruitment, selection, onboarding, compensation, benefits, discipline up to and including terminations, investigations, labor relations, and negotiation.
  • Working knowledge of core human resources and business strategies.
  • Patience and self-control with employees, clients and the public-at-large.
  • Developed inter-personal/relational skills, i.e. the ability to deal diplomatically and relationally with a wide range of employees, customers, and clients.
  • Works independent, when necessary, yet follows both verbal and written directions well.
  • Ability to engage with diverse staff and leadership to promote trust, collaboration, and partnership within the Human Resources department.
  • Supports communication and positive professional relationships within City Net.
  • Works well under pressure, flexible, resilient and change oriented.
  • Willing to contribute and be a part of a harmonious team effort.
  • Strong interpersonal communication skills working effectively with a diverse group of people.

  • Valid driver’s license, current liability insurance for personal vehicle.
  • Some travel to various CA City Net locations expected and as needed.
  • Regular, timely attendance.
Wage Band: $105,000 to $140,000 plus benefits
