Lawrence Berkeley National Lab’s (LBNL) Human Resources Division has an opening for a HR Business Partner to join the team. In this exciting role, you will work closely with the Staff HR Partner and Senior HR Business Partner providing full cycle Human Resources support and consultation to managers and employees within the assigned Lab Divisions and Scientific Areas. You will apply company policies and procedures, as well as standard principles, theories, and concepts to resolve a variety of issues.
What You Will Do at Level 2:
  • Provide HR expertise to support managers and employees to meet g organizational goals.
  • Address employee and management concerns by providing strategic HR guidance.
  • Partner effectively with Recruitment, Compensation, Benefits, Employee and Labor Relations, Diversity Equity and Inclusion, HR Solutions Center and the Learning & Culture department.
  • Under limited supervision, interpret and apply LBNL policies and practices as well as federal, state, local employment laws and collective bargaining agreements in support of division objectives.
  • Provide oversight, guidance and updates on multiple employee personnel actions to ensure timeliness and accuracy.
  • Provide creative and needed solutions for process improvement In partnership with the management and HR team, support and assist with developing workforce plans that ensure success for the long term.
  • Provide compensation and performance management support including addressing moderate to complex compensation and performance issues.
  • Oversee scientific and staff promotional and hire cases.
  • Classify position descriptions to ensure duties and qualifications are aligned with the appropriate job classification.
  • Perform salary analysis and provide recommendations.
  • Work in support of the Lab and division’s goals related to diversity, equity, and inclusion efforts.
  • Develop, generate and analyze reports including identifying trends.
  • Create custom presentations and summary reports.
In Addition to Above, at Level 3:
  • Provide strong and effective HR expertise to organizational goals.
  • Proactively identify opportunities to partner with management to develop and implement innovative and lasting solutions.
  • Support positive change and proactively mitigate and resolve employee issues.
  • Resolve employee concerns through reliable and prompt resolution, clear documentation and follow-through.
  • Partner with Pr./Sr. HR Division Partner to develop and implement workforce planning, learning and other organizational programs.
  • Provide coordination support to the Pr./Sr. HRDP in workforce restructuring activities, succession planning activities, and training.
  • Provides guidance and input on business unit restructures, workforce planning and succession planning.
  • Oversee scientific and staff promotional and hire cases from beginning to end while partnering with key stakeholders.
  • Provide constructive and candid feedback to leaders about talent moves, gaps, promotions and growth opportunities.
  • Serve as the lead for the annual performance and compensation review processes and act as a liaison between HR and the division, which includes providing guidance to supervisors and employees on the process.
  • Under the guidance of the Sr. and/or Pr. HRDP, conduct job audits and reclassification reviews.
What is Required, at Level 2:
  • Bachelor's degree in HR, Business or related discipline and/or equivalence experience/training.
  • Minimum of two years relevant experience.
  • Broad Human Resources knowledge and HR Industry practices with demonstrated experience in the areas of compensation, benefits, recruitment, employee/labor relations, training and development, and employment law.
  • Demonstrated experience providing guidance and consultation regarding policy and procedures to staff at all levels.
  • Demonstrated ability to understand the business unit’s strategy and challenges.
  • Excellent planning and organizational skills.
  • Demonstrated strong skills with MS Office and/or Google Suites Application.
  • Demonstrated ability to work effectively in a team driven environment as well as independently.
  • Demonstrated ability to effectively plan and prioritize work to accomplish multiple projects with competing deadlines.
  • Knowledge of federal and state laws and regulations related to HR industry practices (e.g., FLSA, FMLA, ADA, EEO/AA, etc.)
  • Excellent customer service skills and demonstrated ability to proactively service a large, multi-faceted and diverse organization.
  • Strong problem-solving and analytical skills and the ability to diagnose and analyze problems and drive appropriate solutions.
  • Demonstrated ability to apply initiative and judgment in accomplishing effective resolution of a diverse range of complex and unusual situations.
  • Demonstrated ability to adapt to change and actively support change initiatives in a positive manner.
  • Strong technical skills including experience with Microsoft Office and collaboration tools.
  • Knowledge and experience with HR management systems and other HR software applications to track information and generate reports.

  • Excellent communication and interpersonal skills. Strong ability to communicate effectively both verbally and in writing.
In Addition to Above, at Level 3:
  • Requires a Bachelor's degree or equivalent work experience
  • Minimum of 5 years relevant experience.
  • Broad Human Resources knowledge and HR Industry practices with demonstrated experience in the areas of:
    • Compensation (including job leveling, salary analysis, equities and retentions, etc.)
    • Benefits
    • Recruitment
    • Employee/labor relations (including employment law)
    • Training and development
  • Demonstrated experience providing guidance and consultation regarding policy and procedures to staff at multiple levels.
  • At least one year working as an HR Business Partner embedded in a business unit.
  • Strong experience with MS Office Suite and/or Google applications.
  • Strong business acumen and an ability to understand the business unit’s strategy and challenges.
  • Ability to work independently and effectively plan and prioritize work to accomplish multiple projects with competing deadlines.
  • Working knowledge of federal and state laws and regulations related to HR industry practices (e.g., FLSA, FMLA, ADA, EEO/AA, etc.).
  • Applies initiative and judgment in accomplishing effective resolution of a diverse range of complex and unusual situations.
  • Proven track record of working effectively both in a team-driven environment and individually.

Desired Qualifications, At Level 2:
  • At least one year working as a HR partner embedded in a business unit.
  • Experience working in an HR functional area.
  • PHR Certification.
In Addition to Above, At Level 3:
  • Experience providing HR support or supervision in a union environment.
  • Experience with PeopleSoft and Taleo.
  • Supervisory or work lead experience.
  • PHR Certification.

Notes:
  • This is a part-time (20 hours/week), 1 year, term appointment with the possibility of extension (Up to 5 year total) or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
  • Level 2: This position is expected to pay $42,438.00 to $51,870.00 per year at 50%, which fits within the full salary range of $75,432.00 to $127,320.00 per year at 100% for the HR Division Partner job classification. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary for this position will be commensurate with the final candidate’s qualifications and experience (including skills, knowledge, relevant education, certifications), as well as aligned with their peer group.
  • Level 3: This position is expected to pay $51,930.00 to $63,480.00 per year at 50%, which fits within the full salary range of $92,328.00 to $155,796.00 per year at 100% for the HR Division Partner job classification. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary for this position will be commensurate with the final candidate’s qualifications and experience (including skills, knowledge, relevant education, certifications), as well as aligned with their peer group.
