Job Summary


Join a mission-driven team in the Office of Medical Cannabis (OMC) within the Minnesota Department of Health and contribute to protecting, maintaining, and improving the health of all Minnesotans. This ground-breaking position exists to ensure public health and safety are maintained, and compliance with state laws, rules and regulations are met by cannabis businesses across Minnesota.

Working as a Hemp Derived Product Inspector you will:

  • Inspect and conduct enforcement activities in partnership with other OMC staff to ensure cannabis businesses are in compliance with applicable laws, rules, and regulations.
  • Provide outreach/training to businesses and government groups on how to correct frequent issues.
  • Develop and maintain procedures and program activities in accordance with statute and rules and regulations.

These vacancies are posted at two different job classifications levels: State Program Administrator Senior and State Program Administrator Principal. The level at which the positions are filled will be based on the selected candidates' qualifications.

This is a hybrid telework position for residents of Minnesota with the telework schedule based on the business needs of the unit and supervisory discretion.

Position locations will be determined by the top candidates and will be based out of one of the following MDH district office locations: Duluth, Fergus Falls and Bemidji.

This position requires travel for in-person inspections up to 75% of the time.

Qualifications

Minimum Qualifications

State Program Administrator Senior:

Two (2) years of experience in a regulatory enforcement or similar position in the fields of public health horticulture, environmental health, law enforcement, law enforcement, or a related field. Experience to include:

  • Risk-based inspection and enforcement practices, including proper evidence gathering and documentation.

State Program Administrator Principal:

Three years (3) of experience in a regulatory enforcement or similar position in the fields of public health, horticulture, environmental health, law enforcement, or a related field. Experience to include:

  • Risk-based inspection and enforcement practices, including proper evidence gathering, and documentation.
  • Training, coaching, mentoring, guiding or leading staff or partners at all levels.

A degree in public health, public policy, public administration, horticulture, environmental health, law enforcement, or related field may count towards experience as follows:

A master's degree may substitute for 18 months of experience; a bachelor's degree may substitute for twelve (12) months of experience; and an associate degree may substitute for six (6) months of experience.

Minimum Qualifications to be assessed during the interview process:

  • Knowledge of the fundamentals of effective communication and human relations principles sufficient to maintain ongoing positive and productive relationships with staff, co-workers, and personnel from other agencies.
  • Ability to show sensitivity and to be respectful of cultural, ethnic, and other differences when interacting with co-workers and customers of the Office of Medical Cannabis.
  • Ability to compose clear and legally defensible reports that comply with applicable regulations, rules, policies, and procedures.

Preferred Qualifications

  • Experience in the cannabis industry.
  • Experience performing inspections and/or investigations.
  • Experience coordinating and executing multiple tasks and activities in order to effectively manage complex investigations and enforcement proceedings.
  • Experience composting clear and legally defensible reports and documents that comply with applicable regulations, rules, policies, and procedures.
  • Registered Environmental Health Specialist / Registered Sanitarian (REHS/RS).
  • Experience working in a high-profile, fast paced government program.
  • Advance-level regulatory work in a public health setting.

Additional Requirements

  • This position requires successful completion of a background check and employment reference check.
  • This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
