Overview
The Center for Analytics (CfA) is the U.S. Department of State’s official enterprise data management and analytics capability. CfA transforms data into bold insights that help over 75,000 employees – from working-level to the Secretary – make better management and foreign policy decisions. We are looking for a Geographic Information Systems (GIS) Admin/SME to join our dynamic team and drive innovation in geospatial data management and analysis. As the GIS Administrator/SME, you will be responsible for overseeing the design, implementation, and maintenance of GIS infrastructure, as well as providing subject matter expertise in geospatial data management and analysis. You will collaborate closely with cross-functional teams to ensure the effective utilization of GIS technology to support organizational objectives. The ideal candidate has a strong work ethic, excellent communication and interpersonal skills, and is detail oriented and organized. This candidate should have experience and knowledge working with an agile team. This role will work with a team of engineers, architects, developers, testers, and analysts to support the State Department's Center for Analytics.

Key Responsibilities
  • Design, implement, and maintain GIS databases, servers, and software applications
  • Perform system administration tasks such as software installation, configuration, and troubleshooting
  • Ensure the security, integrity, and availability of GIS data and systems
  • Develop and implement data standards, policies, and procedures for GIS data acquisition, storage, and distribution
  • Manage spatial data workflows, including data acquisition, processing, and quality assurance
  • Collaborate with internal stakeholders to identify and fulfill data requirements for various projects and initiatives
  • Provide expertise in spatial analysis techniques, including geoprocessing, spatial statistics, and modeling
  • Responding and providing solutions to customers' requests while maintaining professionalism and accuracy
  • Knowledge of scripting/ coding (Python, PowerShell, etc.) languages
  • Responsible for the implementation and maintenance of ESRI GIS and Mapping products: ArcGIS Enterprise, ArcGIS Pro, and ArcGIS Earth; as well as other enterprise-wide GIS and associated geospatial databases, network equipment and software tools and applications
  • The candidate will perform complex analysis, design and modification of GIS applications and databases and evaluation of new GIS hardware and software
Required Qualifications
  • Bachelor's in Geography, Geographical Information Systems, Computer Science, or related field and 2 years of experience in GIS administration or 5 years of equivalent experience in lieu of a degree
  • Experience administering and deploying ESRI GIS and Mapping Tool Suite: ArcGIS Enterprise, ArcGIS Pro, and ArcGIS Earth.
  • Strong knowledge of spatial databases (e.g., PostgreSQL, Azure SQL, Oracle Spatial) and web mapping technologies (e.g., ArcGIS Online, Leaflet)
  • Experience with GIS programming/scripting languages (e.g., Python, JavaScript) and spatial analysis libraries (e.g., ArcPy, GeoPandas)
  • Excellent problem-solving skills and attention to detail
  • Effective communication and interpersonal skills, with the ability to collaborate effectively across teams
  • A passion for documenting and process improvement
Desired Qualifications
  • Bachelor's or Master's degree in Geography, Geographical Information Systems, Computer Science, or related field and 8+ years of general experience in geospatial systems experience are highly desirable
  • Experience using Microsoft Azure Suite, SSMS, DevOps
  • Relevant Certifications (Security+, Esri, Etc..)
