Position Summary:
This GI Administrator oversees day to day District GIS operations to ensure the effective development and delivery of GIS services. The position is also responsible for GIS project management following enterprise and customer specified requirements and oversees the GIS quality assurance function.
Work is performed with independence and initiative under general supervision. The work is evaluated through accuracy, efficiency and quality of GIS programs and processes.
Essential Functions:
- Deploys GIS functionality over the web and requires a firm understanding of the impacts and security implications of maintaining and operating an ArcGIS enterprise solution. This includes deployment and administration of Esri enterprise components including ArcGIS Server, ArcGIS Enterprise Portal, ArcGIS Data Store, and ArcGIS Web Adaptor.
- Administer, plan, and configure The District’s ArcGIS Online home page, users, groups, and access to GIS resources. This includes monitoring ArcGIS Online storage credit usage and managing hosted content.
- Administers and supports the GIS components of The District’s 911 CAD software and Mobile 911 CAD software to ensure accuracy in address, street, and aerial imagery data to enable timely and efficient emergency response routing.
- Maintains the Districts street address database. Monitors new address requests and generates addresses that conform to local USPS and emergency response address standards. Distributes regular MSAG database updates to regional partners.
- Coordinates interdepartmentally to gather data and prepare regular reports for internal and external stakeholders. Reports must conform to FDOT, FDEP, and USPS/911 standards.
- Plans, manages, and oversees all GIS projects. This position will complete time tracking and reporting, stakeholder meetings, timeline creation and adherence, and regular meetings and conversations to ensure project timeline and requirements are met.
- Establishes and documents standards and protocols for data collection, storage, and updates. Supervises related activities to ensure compliance to set standards.
- Monitors GIS software and hardware to maintain optimal performance. Identifies and recommends required GIS equipment.
- Trains District staff in the use of GIS technology including mobile GIS use, GIS dashboard functionality, GIS Desktop functionality, and GPS integration and use for field data collection. Provides supporting documentation to District staff on best practices for GIS use and troubleshooting.
- Compile GIS data from multiple sources including Construction documents, CAD data, GPS-collected field data, third-party data sources and legal boundary descriptions into user-friendly and easily consumable GIS formats for use in presentations, desktop GIS applications, and mobile GIS applications.
- Develops mobile GIS applications utilizing Esri’s suite of mobile GIS software. Ensures that all GIS applications are properly supported, maintained and documented. Responsible for quality control and error determination procedures.
- Coordinates data sharing with regional partners to collect and distribute information such as aerial imagery, parcel boundaries, weather and storm data, and address database information.
- Provides GIS technical information to vendors and others to assist in the integration of applications onto the GIS platform.
- Monitors, responds to, and resolves Help Desk calls and tickets in keeping with established customer service standards. Evaluate technical issues and determine procedure necessary to resolve problem or produce workaround as applicable until problem can be resolved. Escalates complex issues to the appropriate technical resource in a timely manner.
- Assists in developing, updating, and maintaining procedures and Help Desk knowledge base.
- Assists with and provides support to team members accountable for any range of enterprise, infrastructure, network, security, database or other technology projects and assignments, as required.
- Participates in meetings, committees and continuing education seminars to improve individual, departmental, and organizational performance and efficiency.
- Performs or assists with any operations, as required to maintain workflow and to meet schedules and quality requirements.
- Participates in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.
- Participates in all Operations and Maintenance rotational duties, including enterprise monitoring, incident support, on-call rotation and after-hours power tests.
- Performs other related duties as assigned.

- Practices and standards required for maintaining District’s GIS data.
- Demonstrate complete understanding of GIS hardware and software applications development methods, tools, and utilities.

Education/Experience Requirements:
- Bachelor’s degree from an accredited institution in Geography, Planning, Environmental, Engineering, Computer Science, Surveying and Mapping, Geomatics, Geographic Information Systems, or closely related field required.
- Certified Geographic Information Systems Professional (GISP) required (if not in possession at time of hire, certification must be obtained within two years).
- Five to seven years of progressive experience in GIS operations management/administration and/or large scale GIS program. A Master's Degree or higher-level degree may substitute for two years of experience.
- ITIL Foundations Certification required (if not in possession at time of hire, certification must be obtained within 6 months – as condition of continued employment).
