Summary: The GIS Administrator will work within the Enterprise Architecture group of the agency’s Technology Department (TEC), responsible for the architecture, design, implementation and ongoing support of the installed Esri ArcGIS Products, Services and Web Applications. The ideal candidate will have an in-depth knowledge in the Esri GIS Platform. GIS/ArcGIS skills are critical and not negotiable. Microsoft Power Platform including Power BI, Power Automate and Power Apps skills are nice to have. The successful candidate will work within the Enterprise Architecture group, as well as with other contractors, and staff resources, of different TEC Units, and Departments throughout the Agency in application development, administration, provisioning, troubleshooting, monitoring, and remediation while delivering work products using Agile and DevOps methodologies.
Experience and qualifications
- Possess a bachelor’s degree and or equivalent experience with at least five years’ professional experience in the Esri ArcGIS Enterprise environment.
- Thorough understanding of GIS software, data, methodologies, and challenges.
- Candidate will have the skills to install, configure and administer ArcGIS products in development and production enterprise environments.
Desired experience and qualifications
- Experience installing, configuring, troubleshooting, and working with ESRI GIS software
- Experience with ArcGIS for Desktop, ArcGIS Server, ArcGIS Enterprise (Portal, Server, Web Adaptor), ArcGIS APIs, ArcGIS Pro
- Experience integrating IBM Maximo Spatial with the ArcGIS Enterprise platform.
- Familiarity with publishing map services and feature services in ArcGIS Enterprise environment
- Familiarity with configuring ESRI Feature Layers, Map Image Layers, Web Maps, and the Web AppBuilder to generate Viewing Apps, Story Map Apps, Data Maintenance Apps, Operational Dashboard apps, etc. in ArcGIS Online or ArcGIS Enterprise
- Familiarity with configuring and maintaining ESRI enterprise geodatabases and general database management experience with Microsoft SQL Server.
- Familiarity with mobile data collection tools including Esri Survey123 and ArcGIS Field Maps
- Proficiency creating ESRI feature classes and domains and executing geoprocessing tools to develop and modify geodatabase entities.
- Proficiency with the Python programming language, FME Desktop and FME Server.
- Familiarity with Power BI, Power Apps and Power Automate.
- Familiarity with Azure Cloud preferred. Experience with AWS/Google cloud also accepted.
- Knowledge of SDLC, application development life cycle, testing, performance tuning and debugging, and best practices for governance and security.
- Strong customer service skills with emphasis on effective technical writing and verbal communications skills to perform business analysis, needs assessment, technical design, and implementation.
- Ability to work independently and collaborate in teams, prioritize tasks and synthesize feedback into creative solutions.
- Basic knowledge of supporting technologies should include: Windows Server, Linux, Azure Cloud, SQL Server, basic network architecture and security, Domains and Active Directory, and Microsoft Office
- Esri Certification including ArcGIS Desktop Associate, ArcGIS Desktop Professional and/or ArcGIS Enterprise Administration Professional
Job Responsibilities
- Participation in planning phases of the GIS platform for projects, technical analysis, design, testing and implementation.
- Ownership of the Enterprise GIS budget, invoicing, associated contracts and roadmap.
- Maintenance of an agency wide GIS to provide geographic information (maps, spatial functions, spatial databases, etc.) for operational and planning support for all Agency facilities and departments.
- Provision, installation, configuration and deployment for production and development environments of Esri’s ArcGIS platform and SQL Server, with needed add-ins and modules, and deployment of updates and patches as necessary.
- Utilization of GIS and associated software to produce, display, analyze and distribute geographic information.
- Assisting staff with provisioning environments and workspaces that include Power BI, Power Automate and Power Apps.
- Management of communication and scheduling of maintenance activities.
- Maintenance of an operational run book inclusive of software versions, hardware specifications and architectural/logical diagrams.
- Incorporating Agile and DevOps methodologies into existing and new workstreams.
- Providing technical demonstrations and proof of concepts to non-technical staff.
- Facilitating meetings with staff to understand user and business requirements for application development.
