POSITION SUMMARY
The Director of Human Resources Operations reports to the Chief Human Resources & Personnel Success Officer (CHRO) to oversee processes regarding payroll, benefits administration, leave types, and compliance as well as development and maintenance regulations, policies, procedures, and guidelines at the national, state, Colorado Community College System, and college level. This position is a critical leadership component within the Human Resources division which practices excellent customer service and provision of equitable compensation and access to benefits and resources for employees.
This position will engage in strategic planning, development, implementation, and evaluation of Human Resources operations in coordination with the CHRO and Director of Personnel Success to support our college's human capital. This position will also support the CHRO in legal matters.
DUTIES & RESPONSIBILITIES:
Supervision
- Supervises HR Technical Specialists responsible for monthly and bi-weekly payroll processing.
- Oversight for the staff who generate and complete calculation of forms and review for accuracy and completeness. Troubleshoots for potential problems and generate appropriate solutions.
- Promotes employee wellness and professional development within their direct reports.
HR Operation Management
- Administers, directs, and advises employees on benefit programs for all staff by interpreting and implementing benefit policies and procedures in accordance with the SBCCOE and State of Colorado; this includes group health benefits, disability (LTD/STD), COBRA, FMLA, PERA, and leave benefits. Processes required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions.
- Advises and resolves benefit issues and problems with various carriers on behalf of employees. Manages annual open enrollment period.
- Responsible for the ACA benefits reporting requirements including monthly and annual measurements.
- Oversees and calculates appropriate compensation for new hires, promotions, and compression in collaboration with the CHRO to ensure equitable salaries are maintained and that all personnel transitions are in alignment with budgetary guideline and process.
- Responsible for annual salary adjustment calculations and production of employee contracts and salary notifications.
- Administers the college leave program and insures employees and supervisors are trained regarding leave policies and tracking systems. Handles monthly and annual reconciliations for time and leave keeping in conjunction with payroll.
- Supports employees and assists with Colorado PERA retirement processes.
- Manages worker's compensation processes including intake of injury reports, investigations and reporting with our work compensation insurance carrier, and any modified duty arrangements or return to work communications with employees and supervisors.
- Receives and coordinates the response process for unemployment claims. Process and prepares documentation for responses and appeals and coaches supervisors in the appeal hearing process as necessary.
- Collaborates with the Onboarding Partner to ensure onboarding is smooth by ensuring paperwork is completed accurately and new employees are aware of how to interpret paystubs, and can access and elect their benefits options readily.
Compliance
- Communicates and interprets Human Resources policies and procedures for managers and employees. Supports HR with all phases of HR management and supports business need, goals, and objectives of the college.
- Interpret payroll policies and procedures for campus employees. Responsible for research and resolving payroll questions and issues.
- Manages the Family Medical Leave Act (FMLA) and Colorado Family and Medical Leave Insurance (FAMLI) for the college. Assists employees with leave requests and guides them through appropriate processes to be sure all paperwork is complete and accurate. Approves or denies requests for FML based on federal, state and college regulations. Provides training and updates to supervisors on FML and FAMLI
- Monitors ADA and reasonable accommodation requests. This includes engaging in interactive processes, documenting requests, resolutions, and follow-up.
- Perform and ensure appropriate transactions are managed within HRIS, including employee hiring, onboarding, changes, and terminations with attention to detail to ensure data integrity.
MINIMUM QUALIFICATIONS:
- Education - Minimum of a Bachelor's degree in Human Resources, Employee or Organizational Development, Psychology or other similarly related program of study.
- Demonstrated knowledge of Human Resources, labor and employment law, and ability to apply and interpret policy.
- Strong communication skills both written and verbal as well as exceptional active listening skills
- Demonstrated experience with organization and prioritization to adhere to hard deadlines and respond to inquiries in a timely and professional manner
- Experience- Demonstrated experience with increasing responsibility within Human Resources to include:
- Payroll and benefit management
- Supporting a diverse workforce within a dynamic team
- Leadership responsibility within a team
- Data analysis and tracking
PREFERED QUALIFICATIONS:
- Experience working within Higher Education
- Previous Banner or FLAC experience
- Certification as a Professional in Human Resources (PHR), or SHRM Certified Professional (CP)
SUPPLEMENTAL INFORMATION
Salary Range: Anticipated starting salary range: $75,000.00 annually. This salary is determined by the qualifications of the selected candidate balanced with departmental budget availability, internal salary equity considerations, and available market information. CCA offers an excellent , including generous leave, holiday, and education benefits. Full time employees immediately upon hire earn 15 hours a month annual leave and 10 hours a month sick leave.
