Job Description
Reporting directly to the Director of Public Safety & Chief of Police, The Deputy Police Chief is responsible for department investigations, internal affairs investigations, clery compliance, policy & procedure development and state accreditation compliance.
Principle Responsibilities:
  • Assumes command of the department in the absence of the Director of Public Safety & Chief of Police.
  • The Deputy Police Chief supervises and conducts investigations which may include reviewing video footage, processing crime scenes, collecting evidence, and conducting in-depth interviews.
  • Participates in plain-clothes services to include executive protection. Court related proceedings include processing criminal complaints, filing for protection orders, writing and filing search warrants/subpoenas, handling discovery requirements, and providing testimony.
  • Assists the Director of Public Safety with managing critical incidents.
  • Conducts background investigations.
  • Conducts threat assessments as needed.
  • Collaborates with outside agencies (federal/state/local).
  • The Deputy Police Chief will also supervise and conduct all internal affairs investigations.
  • The Deputy Chief will also serve as the department's Clery Act Compliance Coordinator which includes reporting to the Director of Public Safety & Chief of Police. The Clery Act Compliance Coordinator works collaboratively with various offices at the college to ensure the institution’s compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations.
  • The Deputy Police Chief also assists the Director of Public Safety & Chief of Police in the preparation and publication of the Annual Security and Fire Safety Report.
  • The Deputy Police Chief ensures notices announcing the availability of the Annual Security and Fire Safety Report are properly developed and available to current students/employees and prospective students/employees.
  • Works with the appropriate college departments to identify and notify all Campus Security Authorities for the institution and maintains a list of them for each academic year.
  • The Deputy Police Chief oversees the Rave emergency notification system.
  • Sends annual requests for crime statistics to all Campus Security Authorities each year.
  • Provides, facilitates, and/or coordinates training for institutional “campus security authorities”.
  • The Deputy Police Chief serves as the accreditation manager and identifies and verifies compliance with established law enforcement standards, correcting any noted deficiencies through policy, training, or other administrative measures; reviews standards and ensures the department remains in compliance; stays abreast of all aspects of the accreditation process to include proposed changes or amendments to the standards, and assesses the impact of changes on current policies and procedures.
  • Serves as the department’s representative to the Massachusetts Police Accreditation Commission.
  • Assists the Director of Public Safety & Chief of Police in preparation of the operating budget.
  • Assists the Director of Public Safety & Chief of Police with participation in labor relations/collective bargaining issues including grievances and contract administration, and serves as a member of the administration negotiation team.
  • The Deputy Chief serves as the training supervisor and insures proper compliance with POST (the Massachusetts Peace Officer Standards and Training Commission)
  • Responsible for community outreach.
Qualifications:
  • Bachelor's degree from an accredited College or University. Master’s Degree preferred.
  • At least 10 years of progressive law enforcement experience with a minimum of 5 years in a command level position as a sworn officer.
  • Previous experience in a college or university campus setting is preferred.
  • Extensive training and experience in criminal investigation.
  • Experience with labor relations working either in or with a labor organization.
  • Valid License to operate a motor vehicle.
  • Must undergo a comprehensive background investigation.
  • Eligible to obtain and maintain Commonwealth of Massachusetts License to carry a firearm.
  • Completion of advanced police management and leadership training.
  • Applicants also must meet — or be eligible to meet within six months of date of hire — and maintain all requirements for certification under Massachusetts General Law, Chapter 22C, Section 63 as a Special State Police Officer; and must be POST Certified in the Commonwealth of Massachusetts or eligible to become POST Certified within six months of date of hire.
Skills and Abilities:
  • Working knowledge and understanding of state laws, rules and regulations, and ability to interpret new laws, rules and regulations, and collective bargaining agreements correctly and accurately.
  • Thorough knowledge and understanding of Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), 2008 Higher Education and Opportunity Act (HEOA), 2013 Violence Against Women Reauthorization Act (VAWA), and Title IX.
  • A student-centered philosophy in which the welfare of students and improvement of the student experience are of the highest priority, with a commitment to customer services.
  • Demonstrated commitment to, and past experiences with, diversity, equity and inclusion efforts both within a department and the broader community.
  • Ability to supervise, direct, lead and motivate staff.
  • Ability to operate effectively in stressful and emergency situations.
  • Ability to use sound judgment in applying guidelines, policies and procedures. Proficiency with software applications such as Microsoft office (Word, Excel, PowerPoint, Google Doc).
  • Must have excellent communication (verbal and written, listening and understanding, conflict resolution), with the ability to effectively communicate with all levels of Authority.
  • Adept at collaboration, group problem solving, goal setting and critical thinking.
  • Ability to understand the complexities of student life and the needs/issues of the campus communities; ability to anticipate and adapt to a changing environment while maintaining the safety and order of the college.
