The Contracts and Procurement Manager will support the College by providing expertise in the field of contracts and procurement and directing the related activities. This position provides leadership and guidance to the contract team and is responsible for management over the review and issuance of contracts, procurement, and vendor relations. This position determines the most appropriate method of acquiring goods and services, guides the College request for proposal (RFP) and contracting process and serves as a subject matter expert regarding all federal, state and College procurement rules and guidelines. The Contracts and Procurement Manager acts as a main point of contract between the College and vendors to create and maintain effective relationships for the purpose of negotiating, creating and/or amending contracts and resolving potential conflicts with suppliers. Responsibilities include reviewing for legal compliance, negotiating, issuing, and maintaining contracts; preparing and issuing formal procurement documents (RFP's, ITB's, RFI’s, RFQ’s); developing informal procurement bid documents to assist with departmental purchasing. The position serves as the point of contact for vendors and for developing and maintaining vendor relationships. This position also is the resource for CWI staff on all contractual and procurement matters and provides guidance to senior management and other operational staff.
- Provide leadership and oversee the College’s contract and purchasing administration function.
- Review vendor contracts for terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, FERPA, PII, indemnification and all other potential risk areas, and recommend risk mitigation strategies.
- Collaborate with the Accounts Payable team to ensure contractual and procurement requirements are met in the E-Procurement system approval process.
- Develop and maintain positive relationships with departments within the College to ensure they are receiving the contractual support needed.
- Create and assist departments with writing and revising contract policies to align with state and federal statutes, rules and regulations, and the College’s status as a political subdivision.
- Provide training to project managers and other employees on contracting and procurement practices, legal review, liability, and procedures on a regular basis.
- Ensure compliance with Idaho State Purchasing Laws, Idaho Administrative Procedures ACT (IDAPA), and all applicable federal laws specific to academic institutions and federal grants.
- Develop and maintain positive relationships with vendors.
- Implement and maintain internal control procedures related to all purchasing or procurement functions.
- Assist departments in seeking vendors that may be able to provide requested goods and services.
- Review and select cooperative purchasing agreements that assist the college in meeting its purchasing needs. Continue to research and provide recommendations as applicable.
- Conduct ongoing research to create a larger pool of available purchasing resources including current statewide contracts, Department of Public Works contracts, and cooperative purchasing agreements.
- Produce periodic and ad hoc reports and analysis related to contracts and procurement.
- Conveys by words and action the values expected by CWI.
- Performs other duties as assigned.
- Bachelor’s degree in related.
- 5 years’ experience in public procurement and contract management preferred.
- Experience as a team lead or in a supervisory role preferred.
- Extensive knowledge and understanding of contractual terms and conditions of legal and binding documents for the college.
- Solid understanding of the principles of legal writing.
- Self-starter, highly motivated, capable to work independently and meet deadlines.
- Excellent research, reading, writing, editing, and analyzing skills.
- Excellent communication skills.
- Demonstrated leadership behaviors that result in making good decisions aligned with the College’s priorities.
- Prior work experience in higher education preferred.
