THE DIVISION

The Division of Virginia State Parks fulfills its mission “to conserve the natural, scenic, historic and cultural resources of the Commonwealth and provide recreational and educational opportunities consistent with the good stewardship of these lands, waters and facilities that leaves them unimpaired for future generations” by operating a system of 42 state parks that encompass over 75,000 acres; over 1200 buildings, almost 1700 campsites; over 300 cabins; over 700 miles of trails; nearly 500 miles of shoreline; 36 lakes and ponds; 11 swimming beaches; 4 international dark sky sites, and offers over 20,000 educational programs and workshops each year.

Managed by a full-time staff of 275 and a wage staff of 1000+ during the prime season, Virginia’s award-winning state park system boasts an incredible and diverse array of natural, cultural, historical, and recreational resources including parks in the mountains, on the ocean, on the Chesapeake Bay, on 8 major rivers, on 4 major lakes, 4 rail trails, 3 battlefield sites, and 32 sites listed on the National Historic Registry. THE PARK

Located along the mouth of the Chesapeake Bay and the north end of Virginia Beach, First Landing State Park offers much to families and outdoor enthusiasts. The 2,888-acre park offers old maritime forests, woodlands, marshes, swamps, and sandy beaches along the Chesapeake Bay and Broad Bay. 20 housekeeping cabins, 4 yurts and 201 campsites offer overnight lodging. The park is the most visited park in the state park system with close to a million visits per year. The park also has a trail center, boat ramp, picnic shelter, camp store, amphitheater, and 20 miles of hiking trails.

THE OPPORTUNITY

DCR is seeking a Chief of Maintenance/Facility Operations that is self-motivated with strong organizational, communication, and project management skills. The primary responsibilities of the Chief of Maintenance/Facility Operations are to be directly engaged in the maintenance management of park grounds, facilities, and equipment; and provide direct supervision of wage employees, salaried employees, and volunteers to include training and task assignments.

Responsibilities include but are not limited to:

  • Managing the park’s maintenance/preventative maintenance programs utilizing strong organizational skills.
  • Working in coordination with the Chief Ranger of Law Enforcement in support of the resource management of the park.
  • Utilizing asset management software to document and manage the assets within the park.
  • Supervising wage and permanent employees and volunteers in the management, care, and interpretation of park lands and resources.

Minimum Qualifications

  • Experience working independently with excellent organizational skills.
  • Experience with managing, supervising, and training staff or volunteers including scheduling work, assigning tasks, and ensuring results meet standards.
  • Experience with electrical, plumbing, mechanical, and carpentry applications.
  • Excellent verbal and written communication skills.
  • Experience with equipment and vehicle maintenance.

Additional Considerations

  • Experience with inventory management applications.
  • Experience with parks and recreation or similar environment.
  • Experience in custodial maintenance such as general housekeeping, overnight facility management, and facility cleaning.
  • Experience with computer-based applications such as scheduling employees, budget tracking, inventory tracking, and facility/equipment management.
  • Experience with procurement transactions.
  • Experience in grounds maintenance.
  • Experience with direct supervision of employees or volunteers.

THIS POSITION WILL NOT HAVE LAW ENFORCEMENT.

Ability to work in diverse conditions including exposure to the outdoors, weather in all seasons, dust, animals, and insects. Ability to perform heavy manual labor to include standing, bending, pulling, climbing, and frequent lifting up to 50 lbs. A valid State Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency. Ability to obtain CPR and First Aid certifications within 12 months of employment.
The position of Chief of Maintenance/Facility Operations requires shift work which includes weekends, holidays, evenings, and overtime. As a non-exempt position, Chief of Maintenance/Facility Operations is covered by the FLSA minimum wage and overtime requirements. DCR has elected to grant overtime leave instead of overtime pay when non-exempt employees work more than 40 hours in any work week. When 80 hours of overtime leave have been accumulated, hours worked over 40 in a work week will be compensated by time & one-half rate of pay. These positions are required to wear state-issued uniforms and equipment. On occasion, critical agency business needs may require position reassignments within the salary range.

A valid State Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency.
