POSITION SUMMARY:
The primary duty of the Chief Inspector is the direct supervision of Quality Assurance personnel and to ensure all processes and procedures as described in the firm’s FAA accepted Repair Station/Quality Control Manual, FAA approved Training Program Manual, Operations Manual and ISO/AS 9110 certifications are fully complied with. Related documentation to support these activities are to be completed to meet applicable FAA and ISO/AS 9110 requirements.
REPORTING RELATIONSHIPS:
The Chief Inspector reports to the General Manager and is responsible for ensuring that all work performed by Repair Station personnel meets all applicable FAA regulations and provides the highest levels of quality and safety. The Chief Inspector is responsible for the overall operation of the Inspection Department and to the Accountable Manager for the Repair Station in respect to the regulatory requirements.
The Chief Inspector is also responsible for Repair Station quality issues, supplier / vendor oversight and training.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
- Responsible to ensure that the quality assurance functions are in compliance with the Repair Station / Quality Control Manual (RSQCM), Training Program Manual (TPM), and other quality certifications such as ISO/AS9110 quality management systems.
- Responsible for ensuring proper compliance with Airworthiness Directives (AD), Service Bulletins (SB), Advisory Circulars, Supplemental Type Certificates (STC), or Parts Manufacturing Approvals, as applicable, and that documentation is completed and distributed in accordance with applicable governmental aviation regulatory requirements.
- Official representative to regulatory agencies regarding maintenance, inspection practices and procedures to ensure continuous airworthiness of all aircraft in conformity with aircraft maintenance manuals, customer maintenance specifications and current FAR(s), as well as supervising and directing personnel assigned to Quality Assurance including personnel delegated to perform inspection functions.
- Makes recommendations to the General Manager regarding the company’s capabilities to properly perform maintenance services within regulatory and contractual guidelines.
- Assist General Manager with the budgeting process for the Maintenance Department and maintain in a current status, technical information necessary to perform maintenance, preventative maintenance and alterations.
- Accountable for creating, reviewing, editing and revision, as necessary, company manual systems and procedures to ensure compliance with FAA and AS9110 requirement, in coordination with the General Manager.
- Submit required FAA reports of defects or non-airworthy conditions to the FAA and ensure proper execution of the prescribed FAA forms for major repair or major alternation, 337’s as well as assist authorized representatives of the FAA in conducting an inspection of aircraft or facilities.
- Ensure facility is in compliance with all requirements regarding the Repair Station and all contract agencies maintaining satisfactory standards of work and complying with the requirements of company system manuals and FAR detailed in the regulatory and contractual guidelines.
- Periodically monitor calibration records for precision tools/test equipment ensuring that calibration is traceable to N.I.S.T.
- Perform facility audits to ensure proper techniques are being applied during production, safety issues are addressed, proper housekeeping is in effect, and ensures facility maintains compliance with its accepted Repair Station/Quality Control Manual, FAA approved Training Program Manual, Operations Manual and ISO/AS certifications.
- Complete and forward Malfunction Defect Reports of all serious defects found during maintenance and inspection of aircraft which are applicable to this requirement within 72 hours of discovery in accordance with FAR 145.63 or other governmental regulations.
- Ensures all required inspections have been accomplished in accordance with the applicable Operator's Approved Maintenance Program and regulatory requirements.
- Periodically monitor stockroom for segregation of serviceable items from repairable or rejected items ensuring proper tags/identification are so placed on these items.
- Ensures proper documentation of all work performed by the Repair Station is complete and filed as required.
- Ensures inspection training programs are effective and that proper records of training are being maintained per regulatory requirements.
- Establish and manage the requirement of aircraft weight and balance activities.
- Accountable for maintaining a list of each qualified inspector in accordance with Part 145 Repair Station requirements.
- Coordinates inspection functions with department supervisors to ensure all operations are compliant with KA and all regulatory requirements.
- Assist with the creation of a Safety Management System (SMS).
- Performs other duties as assigned by the General Manager (Accountable Manager).

EDUCATION/EXPERIENCE:
This position requires a Bachelor’s degree (B.A.) from four-year college or university; or an equivalent combination of education and experience to include a minimum of fifteen (15) years aviation experience on different types of wide body aircraft with 10 or more years as a Chief Inspector or Quality Supervisor on projects involving heavy maintenance, modifications, and repairs.
SUPERVISORY RESPONSIBILITIES:
Manages subordinate supervisors in the Quality Assurance Department. Is responsible for the overall direction, coordination, and evaluation of the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
LANGUAGE ABILITY:
This position requires the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations and the ability to write reports, business correspondence and procedure manuals. This position must be able to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATH ABILITY:
This position requires the ability to apply concepts of basic math and algebra, fractions, percentages, rations, and proportions to practical situations.
REASONING ABILITY:
This position requires the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. This position must interpret a variety of instructions furnished written, oral, diagram, or schedule form.
COMPUTER SKILLS:
Software: MISA (preferred), Access, Microsoft Office, PowerPoint, Internet software, MS Project Management, E-mail.
CERTIFICATES, LICENSES, REGISTRATIONS:
This position requires a current Federal Aviation Administration (FAA) Airframe and Power Plant (A&P) license, and an Inspection Authorization (IA).
A secret government clearance, and/or favorable personal background check and/or a National Agency Check (NAC) is required.
