DEFINITION
To provide professional accounting financial and statistical services involving analysis and interpretation of municipal financial data. Prepare financial statements, schedules & reports; and coordinates budget projects. Provide related professional staff support to Asst. Director of Finance, Director of Finance and City Manager.
SUPERVISION RECEIVED AND EXCERCISED
Receives direction from the Assistant Director of Finance.
ESSENTIAL JOB FUNCTIONS
Adhere to department dress code policies to present a professional appearance. Should exhibit appropriate grooming and attire for the position and responsibility.
Participate in the development and implementation of section goals and objectives.
Prepare and assist with the preparation of the City’s annual budget.
Project revenue and make recommendations based on collected and calculated data.
Update and maintain citywide database systems for budget.
Perform long-range financial planning relating to CIP.
Monitor budget balances and reviews budget transfers; compile and prepare budgetary data and reports.
Perform complex financial analyses and statistical computations for various rate studies, salary increases, financial models and cost allocation plans: develops and analyzes benchmarking and performance management tools.
Research and answer financial and budget inquiries submitted by staff, City Management, citizens, other municipalities and City Council.
Prepare training materials and instructional manuals, conduct training sessions for department budget liaisons.
Prepare various financial statements, schedules, charts, reports, and other analytical projects as needed.
Participate in special accounting projects as required.
Perform related tasks as necessary.
Knowledge of:
Principles and methods of finance and administration, particularly in the area of municipal accounting, budgeting, and cash management.
Modern office practices, procedures, methods, and equipment.
English usage, grammar, spelling, and punctuation.
Laws regulating the financial administration of City government.
Budget preparation, program analyses, and revenue forecasting.
Principles and practices of organization, administration, budget, and personnel management.
Long range financial planning methods and practices.
Ability to:
Communicate clearly and concisely, both orally and in writing.
Work cooperatively with other departments, City officials, and outside agencies.
Prepare and interpret statistical analysis.
Prepare complex financial statements, reports, and analyses.
Establish and maintain effective working relationship with those contacted in the course of work.
Utilize logic and apply sound financial accounting principles to define issues, establish fact, collect information, reach valid conclusions and propose sound solutions.

TRAINING AND EXPERIENCE
Bachelor’s Degree in Accounting, Finance or related field.
Three (3) years progressively responsible (professional level) experience in accounting/finance is desirable, but not required.
Municipal and/or governmental experience is preferred.
