Job Description

The purpose of the Budget Analyst is to plan, organize, implement, and evaluate project funding assigned to the SPLOST program including all grant, general fund and related funding sources. This position is a full time position funded through the SPLOST for transportation improvements.

  • Monitor financial status of SPLOST programs and funds, establishes project budgets, department grant awards: prepares and submits requests for reimbursements; monitors budget expenditures for grant compliance; prepares required financial reports and budget adjustments for SPLOST, grant awards, and other funding; maintains accurate and complete grant files; and performs grant related special projects and audits.
  • Reviews and analyzes expenditures, invoices and pay documents, prepares and submits invoices for payments, determines eligibility for grant reimbursement; prepares and submits grant reimbursement requests; monitors and tracks grant revenues to ensure timely submission, timely receipts, and accurate accounting.
  • Monitors and tracks expenditures of grant funds to ensure spending in accordance with grant regulations; reconciles grant balances; prepares and submits budget revisions, requests for grant extensions and grant close outs to allow for optimal utilization of funds.
  • Assists department officials in preparation of grant applications and proposals; prepares and submits grant applications in accordance regulations, policies, and procedures; interprets, explains, applies, and ensures compliance with grant requirements and with all applicable laws, ordinances, rules, regulations, standards, policies, and procedures; initiates actions necessary to correct deviations; prepares monthly, quarterly, and annual and quarterly and annual progress reports.
  • Recommends prioritization regarding capital projects as they related to the availability of SPLOST, grants, and other funding; leads development of grant budgets and advises staff on how and where to budget funds for departmental and contingency purposes.
  • Identifies and solicits grants sources to support the various programs of the department: researches various sources to identify grant funding opportunities; determines availability of grant funding; secures and reviews funding source documents; researches specific goals, purposes, conditions, restrictions, and qualifications for eligibility of each grant opportunity; gathers cost estimates to develop proposed budgets; and evaluates potential success of funding opportunities; and determines or recommends whether to apply for various grant programs.
  • Maintains current knowledge of industry, regulatory and legislative developments affecting SPLOST, transportation grant administration, budget coordination, and expenditure reporting functions to ensure application to areas of responsibility.
  • Compiles, maintains and updates financial and operational data for analysis to identify trends and/or issues; recommends possible actions and/or appropriate solutions accordingly.
  • Administers Federal and State transportation grants including but not limited to FTA, GDOT, TEA, and other grants; manages multiple complex grant agreements, prepares and submits grant milestone reports, amendments, budget revisions and grant proposals; ensures accurate, eligible and timely grant draw downs and reimbursements, including review of contract files, invoices and other accounting reports and documentation; provides leadership and coordination of Federal and State audits.
  • Periodically audits all grant projects in all project phases from application and scoping through construction completion and closeout to ensure appropriate staff are properly retaining and organizing the required records in accordance with the requisite funding requirements.
  • Ensures all GDOT LAP records are retained and in an orderly fashion per LAP auditing requirements.
  • Prepares and maintains budgetary reports for all transportation program funding sources including but not limited to General Fund, SPLOST, and grants.
    Serve as a liaison between various agencies and departments regarding the SPLOST program fundings or grant fundings.
  • Performs other related duties as assigned.


Knowledge, Skills and Abilities

Preferred Qualifications
  • Bachelor’s Degree in Public Administration, Community Development, Accounting, Finance or related field required; supplemented by three years of experience in grant development and administration and/or budget accounting, preferably in a public sector environment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Knowledge of modern office practices, procedures and equipment.
  • Ability to create and maintain complex spreadsheets and financial records.
  • Skill in accessing and entering data into the City’s finance system.
  • Ability to compose effective and accurate correspondence.
  • Ability to keep records, assemble and organize data, and prepare reports.
  • Ability to deal with the public in an effective and courteous manner.
  • Ability to use own initiative and judgment.
  • Valid Georgia Driver’s license and a satisfactory 7-year driving history to include no DUI’s in the last 5 years. Background check at time of hire required.
  • Must have customer service skills and ability to communicate with the public in a calm business-like manner.
  • GDOT LAP, ROW, Title VI, ADA, Procurement and other GDOT Certification required for grant management. All training must be obtained within working test period or other period approved by the Public Works Director in the event training is not available.
