Duties & Responsibilities

Benefits Administration

  • Oversee the daily administration of employee benefits programs like health insurance, dental, vision, retirement plans, life insurance, disability, Employee Assistance Plan and other voluntary benefits.

  • Provide comprehensive explanations of benefits to new hires.

  • Positively respond to employees’ questions regarding benefits, coverage, and eligibility during enrollment.

  • Guide employees with benefits enrollment, changes, or updates due to life events like marriage, childbirth, etc.

  • Serve as a liaison between the district and insurance providers, monitoring and reporting on insurance claim issues.

  • Provide accurate and complete information about benefits plan coverages, options, deductibles, employer contributions, employee premiums, enrollment deadlines, and any changes to existing benefits.

  • Maintain accurate employee benefits records, including enrollments, changes, and terminations.


Retirement Plan Administration

  • Administer the daily transactions of the Iowa Public Employees’ Retirement System (IPERS).

  • Positively respond to employee questions about their retirement plan(s).

  • Guarantee timely input of data in appropriate systems.

  • Compile and maintain enrollment, changes, retirements, etc, and ensure accuracy and timeliness in accordance to plan documents.


Leaves of Absence

  • Administers various leaves, including but not limited to, FMLA and Non-FMLA related leave.

  • Determine leave eligibility, including calculating allowed benefit hours and completing Eligibility Notices and Rights & Responsibilities in a timely manner.

  • Provides medical certifications, interprets completed certifications and evaluates if requirements are met.

  • Completes and communicates the Designation Notice in a timely manner.

  • Ensure accurate records and tracking.

  • Monitor leave balances.


Compliance

  • Ensure that the district’s benefits programs comply with Affordable Care Act (ACA), ERISA, HIPAA, COBRA, FMLA and other federal, state and local regulations.

  • Audit invoices for accuracy.

  • Support ADA and Workers Compensation activities.


Vendor Management

  • Work with insurance and retirement plan providers and vendors to ensure employee data is enrolled correctly and benefits are delivered on time and as needed.

  • Work with benefits providers to review plan performance and ensure high quality service delivery.


Qualification Needed/ Desired:
(Personal Qualities, Education, Skills Needed, Experience, Etc.)

  • Bachelor’s degree in Human Resources, Business Administration, or related field is preferred.

  • Minimum of two years of experience in benefits and leave administration.

  • Comprehensive knowledge of employee benefits programs and regulatory compliance.

  • Strong understanding of federal and state laws related to benefits and leave, including ACA, ERISA, HIPAA, COBRA and FMLA.

  • Familiarity with HRIS systems and benefits administration software for accurate record keeping and reporting.

  • Excellent verbal and written communication skills.

  • Exceptional customer service skills.
