Description
Reporting to the Director of Purchasing, the Assistant Director of Procurement Services is responsible for managing all phases of the procurement function. The Assistant Director of Procurement Services evaluates and identifies the specific requirements to meet the needs of the University departments and negotiates contracts, pricing, terms, and service level agreements. The Assistant Director of Procurement Services leads the University’s lease financing bidding and selection process and manages key suppliers and group purchasing via organization/cooperative purchasing group relationships.

Responsibilities include, but are not limited to:
  • Provides guidance to University departments when selecting hardware, software, and peripherals, which align with technology, life science, and other program-specific specifications to ensure they are supportable and eligible for integration.
  • Assures compliance with University’s procurement policies and procedures as it relates to technology acquisitions, health and safety, and curriculum/service delivery.
  • Collaborates with University departments including Information Technology Services on technology-related items, life science lab directors, and schools/departmental leaders to assess needs and organize business requirements into sourcing plans.
  • Benchmarks strategic sourcing and contracting processes with other institutions and industries.
  • Reviews, negotiates, and processes strategic sourcing agreements and requisitions for commodity areas as assigned, supporting the University departments in accordance with governing regulations and University policies.
  • Coordinates the review of all procurement standard and non-standard contracts with University departments, including the assessment and negotiation of terms and conditions as part of the deal-making process.
  • Preparation of all information technology lease packages, including bidding summary, purchase agreements and all supporting documents for review and final approval.
  • Reviews and identifies opportunities for process improvements, standardization, utilization, other expense reduction or avoidance opportunities, improving customer satisfaction and the total value proposition of strategic sourcing.
  • Ensures compliance with federal and state procurement guidelines.
  • Supports comprehensive supplier diversity and sustainability goals.
  • Performs other procurement responsibilities as assigned.

Qualifications
  • Bachelor’s degree in business, supply chain, or related field required.
  • Minimum of 7-10 years’ related experience.
  • Proficiency in contracting, request for bid/proposal process, and procurement regulations.
  • Experience with Technology and life science-related category sourcing.
  • Experience with negotiations of leasing agreements for hardware and software.
  • Demonstrated success building relationships with a proven ability to negotiate and partner with internal and external stakeholders.
  • Ability to work both independently and as part of a team.
  • Strong written and verbal communication skills are essential.
  • Proficiency with financial systems required, as well as Microsoft Excel and Word.

Preferred Qualifications
  • Procurement experience in higher education preferred.
  • Experience with Ellucian Banner or similar ERP platform.
  • Certification by a recognized professional purchasing organization and/or project management.

Salary/Salary Range
$87,000 - $95,000

Hofstra University provides the above salary* as a good faith estimate of the starting pay range which considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience and education. In addition to the salary offered, we offer a collegial and inclusive culture, and a benefits program which includes generous paid time off, paid holidays, tuition remission for employees and eligible dependents, and a retirement plan with University contributions.
