RECRUITMENT NO: KCH 24-136 (Permanent, Full-time)

JOB LOCATION: KONA COMMUNITY HOSPITAL – Trauma Services / Administration

SALARY RANGE: $4,690/month (SR20; BU13)

JOB DUTIES: The Trauma Data Quality Analyst role is to support the KCH Trauma Program through analyzing the medical record data requirements of the trauma program and developing effective methods to collect and report. The TDQA assesses the completeness of the medical record by reviewing the collection of the EMS run data, ED resuscitation data and in-hospital data. The TDQA maintains accuracy and integrity of the State of Hawaii Trauma Registry Data Base and National Trauma Data Bank (NTDB). The TDQA participates in trauma registry re-design and updating in support of state and national performance improvement priorities. Work independently and manage multiple assignments. The TDQA performs other related duties as assigned. This position may be required to work shifts, weekends.

MUST BE AVAILABLE TO WORK SHIFTS AS NECESSARY BASED ON HOSPITAL OPERATIONS; SERVICES ARE PROVIDED 24/7.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

EDUCATION:

  • Graduation from an accredited four (4) year college or university with a bachelor’s degree.

Excess work experience as described under Experience below or any other progressively responsible administrative, professional or other analytical work experience which provided knowledge, skills, and abilities comparable to those acquired in four (4) years of successful study while fulfilling a prescribed college curriculum leading to a bachelor’s degree may be substituted for the required education on a year-for-year basis.

The education or experience background must have demonstrated the ability to write clearly and comprehensively materials such as reports and analyses; read and interpret complex written material; perform research; and solve complex problems logically and systematically

EXPERIENCE:

  • General Experience: Entry-level require 1-2 years of experience in healthcare data validation, data quality assurance, or related roles.
  • Specialized: experience in trauma data quality analysis, including familiarity with trauma registry standards and best practices. Minimum of 3 years of trauma registry experience; must have experience with electronic health records; must have experience with National Trauma Data Standards and Trauma Data definitions; must hold certifications for Certified Specialist in Trauma Registries (CSTR) and Certified Abbreviated Injury Scale Specialists (CAISS); must have experience with trauma data collection systems.

CERTIFICATION:

  • Certified Abbreviated Injury Scale Specialist by the Association for the Advancement of Automotive Medicine (CAISS) is required per the standards of the American College of Surgeons Resources for Optimal Care of the Injured Patient 2022.
  • Certified Specialist in Trauma Registry (CSTR) by the American Trauma Society is recommended per the standards of the American College of Surgeons Resources for Optimal Care of the injured patient 2022.

LICENSURE:

  • None required.

DESIRED SKILLS:

  • Knowledge of nature and use of trauma patient data; medical terminology; human anatomy, hospital policies and procedures; State of Hawaii Trauma system, American College of Surgeons-Committee on Trauma (ACS-COT), and National Trauma Databank (NTDB) requirements; trauma registry procedures; office practices and procedures; Health Insurance Portability and Accountability Act (HIPAA) of 1996; use and care of office machines and computers. Knowledge of Health Information Management process for chart review is required.
  • Ability to analyze statistical data; file data; prepare reports and summaries; understand and carry out oral and/or written instructions; maintain records; communicate effectively orally and in writing; manage and prioritize multiple tasks during periods of intense activity and work with minimum supervision; maintain confidentiality relevant to sensitive information; and advanced computer skills.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS: Employee must be physically able to perform, efficiently and effectively, the essential duties of the position which typically require the ability to read without strain-printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily. May be exposed to infections and contagious diseases. Work is usually sedentary, performed seated or standing indoors and is repetitive in nature. Surroundings can be very distracting and noisy and may require local, regional and statewide travel.

STEPS TO AN ADMINISTRATIVE REVIEW, SUBSEQUENT APPEALS: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection.

If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
