Job Summary:

As a Senior Proposal Manager/Director for the Federal Government, you will play a hands-on role in leading and actively participating in the development of technical proposals for complex and high-value federal government contracts.

Your primary focus will be on crafting well-articulated technical solution narratives that align with customer requirements and evaluation criteria while ensuring compliance with federal regulations. You will collaborate closely with cross-functional teams, including subject matter experts, project managers, business developers, and writers, to create compelling and compliant proposals.

This role demands strong leadership, exceptional writing skills, and the ability to thrive in a fast-paced and competitive environment.

Key Responsibilities:

  • Lead and actively participate in the end-to-end proposal development process, from pre-RFP activities to final submission, for federal government solicitations. Develop and execute proposal strategies, win themes, and discriminators to position the organization for success in competitive bids.
  • Craft well-written technical solution narratives, leveraging your expertise and collaborating with subject matter experts to ensure accurate and persuasive proposal content. Coordinate proposal kick-off meetings, establish proposal schedules, and actively participate in progress reviews to ensure adherence to timelines and milestones.
  • Collaborate with technical subject matter experts to refine and enhance technical solution narratives that address customer requirements and demonstrate the organization's capabilities.
  • Work closely with the Capture Manager, Business Development team, and senior leadership to shape proposal strategies and provide insights on potential risks and opportunities.
  • Review and analyze Requests for Proposal (RFPs) and other solicitation documents to extract critical information, technical requirements, and evaluation criteria. Ensure proposal compliance with all technical, contractual, and federal requirements, actively participating in compliance reviews and validation. Conduct proposal readiness assessments, identify areas for improvement, and actively engage in implementing corrective actions.
  • Provide hands-on guidance and mentorship to proposal team members, fostering a collaborative and results-driven environment. Actively participate in color team reviews, incorporating feedback to enhance the proposal's responsiveness, quality, and persuasiveness.
  • Collaborate with proposal writers and graphics teams to ensure the effective communication of technical concepts and solutions.
  • Coordinate with subcontractors and partners to gather and incorporate their contributions into the proposal.
  • Actively maintain proposal documentation and knowledge repositories, capturing lessons learned and best practices.

Qualifications and Experience:

  • Bachelor's degree in a relevant field (e.g., Business, Engineering, Computer Science, or a related technical discipline).
  • Proven hands-on experience (at least 7-10 years) in technical proposal management, with a significant focus on federal government contracts.
  • Demonstrated success in crafting well-written technical proposal content and leading the development of complex technical proposals for federal government contracts. Deep understanding of the federal procurement process, including FAR, DFARS, and other relevant regulations and compliance requirements.
  • Excellent project management skills with the ability to actively manage multiple proposals simultaneously and meet tight deadlines.
  • Strong leadership and interpersonal skills to effectively collaborate with cross-functional teams and senior leadership.
  • Exceptional written and verbal communication skills to craft persuasive and accurate technical narratives.
  • Familiarity with capture planning, competitive analysis, and proposal best practices. Experience with proposal automation tools and software (e.g., Shipley, Privia, or other proposal management solutions).
  • Eligibility to obtain and maintain necessary security clearances, if required for specific government contracts.
