The Information Technology BA IV works in the HHSC CFO Budget Management Reporting Section. This position reports to the Director of Reporting and Appropriation Control. This position supports and maintains the Budget department's Business Intelligence (BI) tool Cognos Analytics. As a Cognos Framework Designer/Developer, this position will coordinate and gather user requirements for the maintenance and development of Cognos Framework Models to support Budget data reporting. This includes analysis of the current system, software/system limitations, and their impact on project completion, and the ability to effectively communicate technical information to non-technical customers. Maintain and develop documentation of all scripts, packages, batch jobs, processes, change requests, technical specifications and procedures related to Budget reporting. Support the maintenance and design of budget processes and data sources for Cognos Planning, TM1, BI, and ensure data integrity. Works with all budget teams to design/develop and maintain the Planning, TM1 and BI ETL, review and develop change requests and test cases. Communicate time estimates and due dates to project team and customers, work with other developers to make and implement changes, support customers during and after implementation. Assist primary report writers as needed to gather specifications, design, develop and implement requested reports. Perform Cognos administration and security. Provide data validation and integrity checks for financials and budget data. Act as TM1 subject matter/software expert, expand knowledge of and document TM1 models, rules and processes. Ensure data integrity in Accrual Estimate models and data reporting. Perform dimension and rules maintenance in TM1 cubes and reporting tables. Perform data loads into TM1 models. Resolve all technical issues for Cognos. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.


Essential Job Functions:
Act as primary support for creation and maintenance of budget framework. (30%)

Responds to questions related to budget data loads and validation. (5%)

Works closely with all levels of staff to identify users needs, establish report criteria, identify data sources, produce and test new reports and requested modifications to existing processes. (15%)

Works with supervisor to identify priorities and ensure deadlines are met. (5%)

Act as contact for inquiries about financials, budget, and BI tools. (5%)

Assist users in creating queries and reports using budget and financials data. (15%)

Create and maintain database interfaces (Cognos Planning, TM1, Cognos Frameworks). (20%)

Helps train technical and non-technical users on. (5%)


Knowledge Skills Abilities:
Knowledge of reporting and BI tools Cognos, Crystal Reports, Business Objects, etc

Knowledge of databases such as Oracle, Access and/or SQL Server.

Knowledge of HHSC Budget data and reporting a plus.

Skill in creating SQL statements for creating datasets and database modifications.

Skill in DataWarehouse, Cognos and PL/SQL

Skill in Excel macro development

Skill in communicating with individuals at all management levels on technical issues.

Ability to work and communicate effectively with others.

Ability to create and verify test data using SQL

Ability to gather, assemble, correlate, and analyze facts; to devise solutions problems; to prepare concise reports; develop and evaluate policies and procedures.

Ability to perform detailed work accurately and in accordance with standards.

Ability to meet deadlines and work on projects with changing priorities.

Ability to read and understand requirements/design specifications and propose logical solutions to meet requirements/specifications.

Ability to operate effectively as a member of a development team managing multiple projects.

Ability to read, interpret, and analyze existing documentation and reports

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, or a related field is preferred. Education and experience may be substituted for one another.

SQL experience required
DBA experience required
State Government Budget experience preferred
