Position Overview:
We are seeking an experienced and dedicated Human Resources Manager to provides management-level leadership and guidance to Capers Café & Catering Company, in addition to performing all of the day-to-day HR functions. The Human Resources Manager is responsible for talent acquisition, diversity initiatives, internal staffing, on-boarding, conditions of employment, retention of staff, benefits, health management programming, performance appraisals, and setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices.
Essential Functions:
- Manages all aspects of recruiting, selecting, orienting, and training employees.
- Maintain the work structure by updating job requirements and job descriptions for all positions.
- Administer all human resource policies, practices and procedures including employee handbook, safety handbook and other related documents. Educates managers and employees on HR policies as needed.
- Track key HR metrics such as turnover rate, employee satisfaction scores, and time-to-hire to monitor department performance.
- Establishes and maintains department records and reports including confidential employee human resources files and data contained in HRIS system.
- Maintain an effective performance management program including company-wide annual performance evaluations.
- Conduct benefit introduction meetings with all new staff when they become eligible for enrollment. And manage all aspects of annual open enrollment for health benefits.
- Administer and oversees all leave requests i.e., Paid Leave Oregon.
- Conducts exit interviews of staff and provides feedback to department heads.
- Identify training needs and develop and implement internal training programs.
- Manage compensation structures and ensure market competitiveness to attract and retain top talent.
- Manage employee relations issues with emphasis on empowering employees to participate in problem resolution. Assure consistent use and documentation of performance improvement process and results, including but not limited to: terminations, investigations, disciplinary action and documentation, and exit interviews.
- Oversees Workers’ Compensation and all Safety programs.
- Coordinate the handling of unemployment compensation matters.
- Ensures compliance with I-9 Employment Eligibility Verification; periodically audits Form I-9.
- Research, develop, and implement policies and procedures and other compliance matters to attain best practices and organizational objectives. Ensure adherence to labor laws, employment regulations, and company policies to minimize legal risks.
- Responsible for the facilities day-to-day operations (such as distributing building access keys and back-up to security access cards, etc.)
- Ensure timekeeping records are accurate and assist Accounting Manager with bi-weekly payroll functions.
- Other duties as assigned.
Qualifications:
- Bachelor’s degree in Business, Human Resource Management, or related field or equivalent work experience.
- PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.
- Minimum of 3-5 years HR Experience, with demonstrated progression in responsibility.
- 1-2 years restaurant experience preferred
- Pass a 10-year FBI background check for secure access.

Other Requirements:
- Normally works 45-50 hours per week, however, job may require hours that exceed 8 hours per day and/or over 50 hours per week during peak periods, and able and willing to work any and all shifts, including holidays and weekends.
- Ability to use basic office equipment and communicate via phone, computer technology, and via written and verbal channels.
- Ability to communicate in an active office and restaurant environment.
Job Type: Full-time
Pay: $65,000.00 - $70,000.00 per year
