Primary Purpose:
Specialize in managing and maintaining employee records within Human Capital Management, ensuring that all employee-ralted documents and information are accurately recorded, organized, and compliant with relevant laws and regulations. Implement, configure, and maintain HCM software systems to enhance efficiency and effectiveness of HCM operations.

Qualifications: Education/Certification:
High school diploma or GED

Special Knowledge/Skills:
Proficient skills in keyboarding, word processing, and file maintenance skills
Effective communication and interpersonal skills with employees, applicants and outside agencies
Basic math skills
Ability to use personal computer and software to develop spreadsheets, databases, and do word processing
Excellent organizational skills
Ability to multi-task and cross train
Ability to perform basic math
Ability to read, speak and understand English

Experience:
Three years clerical experience, preferably in a public education environment.
Previous human resources experience and experience in Skyward applications preferred.

Certifications: verify and monitor certification status of applicants and employees, confirm district compliance with state certification and licensing requirements
1. Receive Recommendation for Hire, pull appropriate PAF, update “O drive”. Forward reassignments.
2. Calculate anticipated salary for instructional paraprofessionals based on experience shown on application.
3. Review and process applications and verify credential qualification based certification with the Texas State Board of Educator Certification (SBEC) and send Letter of Intent.
4. Work closely with ACPs to process Statement of Eligibility for probationary teachers.
5. Process licensed professional applications and verify that applicant holds appropriate license.
6. Determine and send appropriate employment contract for new employees.
7. Maintain list of applicants to be approved by the Board. Hold contracts for applicant that requires prior approval until board approves. Other Supervisory Responsibilites:
8. Upload, process and evaluate criminal history record information and other application materials.
9. Assist in identification of appropriate certification requirements for teacher assignment according to SBEC assignment criteria.
10. Process SBEC permit applications and monitor permit status.
11. Research and maintain current information on SBEC rules, certification requirements and processes, and testing dates.
12. Weekly file the Texas New Hire Report with the Office of the Attorney General.
13. Audit DPS subscriptions bi-annually.
14. Assist in preparation of contract renewal information for administrative and professional employees
Data Systems: Maintain accurate employee data systems with regards to salaries, position assignments and budget information. Verfify employee data meets PEIMS specifications.
15. Maintain accurate information in Skyward Employee Management for active employees including assignments, salaries, budget information, paid start/stop dates and calendar information.
16. Evaluate employee transcripts, service records and relevant work letters to verify service credit and make salary adjustment based on previous salary quotes.
17. Maintain acuurate electronic records for employee’s degrees and years of service.
18. Process reassignments:
a. Immediately upon receipt, update in “O drive”, create PAF for backfill
b. Review credentials and send new job description and contract if needed.
c. Update leave balances and user information (campus/title) in AESOP.
19. Process Data Mining reports for Public Information Requests.
20. Verification and accurate reporting of information needed for PEIMS reporting in Skyward.
21. Upload, process and evaluate criminal history record information for contractors and NCPA background checks.
22. Notify Coordinator when any criminal background “new hit” is received.
23. Compile list if approved volunteers based on criminal background checks.
24. Monitor expiration of certifications and send notifications to employees, refer to Coordinator when expired
25. Track certification, testing, and permit status and follow-up with new employees to ensure completion of certification requirements within established timelines.
Leaves/Absences: Implement district leave program according to established policies, rules, and federal/state regulations. Process and provide timely notification and communication to employees and supervisors regarding leaves and absences.
26. Process all long-term absences according to established guidelines including determining eligibility for various leave programs (e.g., family medical leave and temporary disability leave) and providing employees with appropriate and timely notice.
27. Communicate with employees and third party administrator concerning leave benefits and provide employees with accurate information related to absences such as deductions from pay, medical certification requirements, return-to-work dates, and fitness-for-duty requirements.
28. Work cooperatively with payroll department and risk management to process and coordinate all employee leaves and absences, including those relating to workers’ compensation claims.
29. Work with campus and departmental administrative staff to process daily absence reports.
30. Operate the automated leave system, including data entry, generating reports, leave audits, absences reports, and utilization reports.
31. Extract leave and substitute data at the beginning of every week and import into Employee Management system.
32. Maintain accurate approver profiles in automated substitute/leave system. Update as approvers change.
33. Maintain accuracy of leave balances and ensure leave days taken are within approved guidelines.
34. Process employee pay docks in preparation for payroll. Communiate with employee regarding docks.
35. Track absence data and provide campus principals, other department heads, and others with trend reports.
36. Prepare correspondence, forms, and reports according to district standards and requirements.
37. Maintain employee leave records, including confidential medical information in accordance with federal and state laws and regulations and district policies and procedures.
38. Process requests for original service records and transcripts, including retrieving documents, copy, and sending out records.
39. Serve as the designated Service Record Clerk with authority to sign service records.
40. Process Federal Student Loan Forgiveness documentation.
Other
41. Respond to written and verbal inquiries from a variety of internal and external sources (e.g., teachers, administrators, etc.) for the purpose of resolving problems, providing information and/or referring to appropriate personnel.
42. Work cooperatively with Payroll and other HR staff.
43. Communicate frequently with hiring managers, applicants, employees, and outside agencies regarding human resources related issues.
44. Prepare correspondence, forms, records, and reports using personal computer
45. Maintain confidentiality of information.
46. Abide by the Crowley ISD Criminal Justice Information Systems Security Policy
47. Perform any and all duties as assigned.
48. Successfully advances district initiatives.
