The State of New Hampshire, Department of Corrections, Division of Administration has a full-time vacancy for a Financial Analyst.

Summary:

Supports the financial management function of the Department of Corrections by applying accounting and financial acumen to various department needs and projects.

18 Months of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS:

Education: Master’s degree from a recognized college or university with major study in accounting, finance, economics, public administration, or business administration. Each additional year of approved formal education may be substituted for one year or required work experience.

Experience: Five year’s experience in accounting, finance, business administration, economics, or business management with least three years concerned with accounting and regulations applicable to the agency. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

License/Certification: None required.

Responsibilities:

· Reviews and analyzes financial statements; develops recommendations and reports of findings to Departmental management.

· Performs financial analyses for programs and accounting units within the department to ensure operation within budgetary constraints.

· Prepares financial reports and projections to assist department in managing budgetary expectations.

· Analyzes the feasibility of programs to ensure program activities meet department objectives.

· Prepares request letters and related paperwork for approval by the Governor and Executive Council (G&C) and the Joint Legislative Fiscal Committee (Fiscal Committee), as needed.


· Monitors the Bureau of Financial Services in the absence of the Financial Manager in order to maintain continuity of Bureau operations.

· Oversees the accounts payable and the purchase order function for the Department to ensure complete and accurate records.

· Coordinates the submission of the Department’s biennial budget to ensure all financial schedules and entries are completed accurately.

· Represents the Department at legislative hearings and Governor and Executive Council meetings as needed to defend and/or explain agency operations and decisions.

· Evaluates work efforts of subordinate staff, including the responsibility for training and performance appraisals.
