SUMMARY

The primary responsibility of the officer is to ensure the safety of the motoring public on Bossier Parish roadways through an active weight enforcement program. Traffic enforcement to include all roadways in Bossier Parish.

ESSENTIAL DUTIES AND RESPONSIBILITIES

To regulate all traffic on Bossier Parish Highways to include:

• Maintaining a daily weight log of all commercial vehicles weighed and the disposition of each
• Conducting prescribed tests twice daily on radar equipment to assure proper operation then recording each test performed on Radar Calibration Log
• Keeping Vehicle Maintenance Sheets current and in the vehicle at all times. Vehicle will be clean and neat in appearance ready for inspection at all times. All weapons shall be kept in good working order, clean at all times. The handgun shall remain holstered until needed. The long gun shall be the primary weapon when possible. Fifty rounds of handgun ammunition and 200 rounds of long gun ammunition shall be accessible in the patrol unit. Skylarking is prohibited. The uniform of the day shall be worn in a neat fashion. Shoes will be shined. Hair will be kept neat. Facial hair is permissible, but shall be kept in a tidy manner.
• Monitoring any commercial motor vehicle encountered on Bossier Parish roadways to be sure they do not exceed commercial vehicle parameters (width, height, length or weight). Stopping all violators for issuance of report
• Escorting any suspect commercial motor vehicle to a safe location (if they exceed the parameters and do not have a valid and current permit). Once the vehicle reaches the safe location, it is to be properly weighed and any measurements or assessments necessary shall be obtained at that time. Photographic evidence shall be gathered at this time to support all charges. All video equipment (both body worn and vehicle mounted) shall be operating in a proper manner and shall be downloaded on a regular basis. Any issues with video equipment shall be reported immediately.
• Issuing an Aspin Report to all vehicles found to be in violation, listing each violation found by the investigating officer. Original copy of Aspin Report must be submitted to Commercial Vehicle Enforcement Unit (CVEU) office in a timely manner for proper processing. Secondary copy of Aspin Report along with a notice to carriers shall be issued to the driver/company representative.
• Any citations issued through Bossier Parish Traffic summons shall be turned in within 48 hours of issuance to the field supervisor for approval and forwarding to the Bossier Parish Sheriff’s Office.
• Maintaining a monthly report with entries on a daily basis reflecting all BPPJ Commercial Vehicle Enforcement Unit’s activities. A copy of this report is to be kept on file at the CVEU Headquarters.
• Arrest of any violator shall be done in a swift, professional manner; booking shall be into the Bossier Parish Complex in Plain Dealing, Louisiana.
• When arranging for the towing of any vehicle the officer shall give the owner/operator the option of requesting what towing company they want to use whenever possible. An inventory sheet is to be completed by the arresting officer at the time the vehicle is being towed and all data is to be entered onto the Vehicle Towing Roster and made available for inspection by a field supervisor.
• All paperwork completed by officer is to be filled out in a neat and legible manner, maintained in proper order and available for inspection by the field supervisor upon request.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Must be able to properly change a flat tire on a vehicle, weight simulation of a 6-axle commercial motor vehicle (3) and the dummy drag. There will be a primary FTO period of 90-days that may be followed by a second 90-day FTO period if necessary.

EDUCATION and/or EXPERIENCE

High school diploma or general education degree (GED) and completion of post certified academy with minimum two (2) years of law enforcement experience or the equivalent as deemed by the Bossier Parish Police Jury.

SPECIAL NOTE:

Random drug testing is conducted on all Highway employees.

LANGUAGE SKILLS

Ability to read, interpret, and follow written instructions provided by supervisor, safety rules, operating and maintenance instructions, and procedure manuals. Must also possess the ability to write routine reports and be able to communicate effectively and professionally with the public.

MATHEMATICAL SKILLS

Ability to apply simple mathematical concepts such as; calculating dimensions, proportions, percentages, area, or volume.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with standardized situations in a professional manner with only occasional or no variables.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; talk and hear. The employee frequently is required to stand and walk. The employee is occasionally required to stoop, kneel and crouch. The employee must occasionally lift and/or move more than 100 pounds. Normal corrected vision is required. He/She must be able to drive a regular vehicle to various sites around the parish.
